SLC General Secretariat Attains Leadership-Level Accreditation for Organisational Resilience

The General Secretariat of the Supreme Legislation Committee has achieved a major milestone by securing leadership-level accreditation from the International Consortium for Organisational Resilience, becoming the first legislative entity globally to receive this recognition under the Organisational Resilience Capability Assessment (ORCA).

The achievement highlights Dubai’s continued leadership in developing a future-ready legislative ecosystem capable of adapting to change while ensuring long-term institutional sustainability.

Recognition for Excellence in Organisational Resilience

The accreditation acknowledges the SLC General Secretariat’s success in implementing ICOR’s Organisational Resilience Model, which focuses on key pillars including leadership, organisational culture, risk management, and crisis response.

By strengthening these areas, the entity has enhanced its ability to maintain operational continuity and sustainable performance amid evolving challenges.

Strengthening Dubai’s Legislative Ecosystem

Ahmad Saeed bin Meshar, Secretary General of the SLC, said the recognition reflects the organisation’s commitment to institutional readiness and adaptability. He emphasised that the milestone reinforces confidence in Dubai’s legislative framework and aligns with the UAE’s broader vision of embedding efficiency and preparedness across government operations.

He added that achieving this international recognition underscores a strategic focus on building a resilient and innovative legislative system capable of supporting Dubai’s sustainable development.

Mohammed Juma Al Suwaidi highlighted that organisational resilience is a fundamental pillar in modern legislative systems. He noted the importance of developing frameworks that respond effectively to economic and social transformations, ensuring regulatory stability and long-term growth.
