Digital Dubai Receives 5-Star Rating for Institutional Resilience from European Organization
Digital Dubai has become the first government entity in the region specializing in digital transformation to receive a 5-star rating in institutional resilience from the European Organization for Excellence and Agility (EEA). The organization also awarded Digital Dubai a 4-star rating in institutional agility, recognizing its advanced institutional maturity and readiness to adapt to evolving challenges.
The international accreditation followed a comprehensive assessment of Digital Dubai’s institutional capabilities across key areas, including leadership, governance, organizational culture, business continuity, responsiveness to change, and agility in decision-making and execution.
His Excellency Hamad Obaid Al Mansoori, Director General of Digital Dubai, said the recognition reflects Dubai’s success in building a government capable of maintaining progress amid rapid technological, economic, and geopolitical changes.
He noted that institutional resilience has become a strategic necessity and a critical driver of sustainable government performance, digital economy growth, and public trust.
Al Mansoori added that the achievement demonstrates the UAE leadership’s vision of embedding readiness, innovation, and proactiveness into government operations. He emphasized that the collective efforts of Digital Dubai’s teams and partners have helped establish an integrated digital ecosystem capable of adapting to future challenges while delivering more efficient, proactive, and human-centric government services powered by advanced technologies and artificial intelligence.
Henk Van Twillert, Chief Executive Officer of the European Organization for Excellence and Agility, said the ratings reflect Digital Dubai’s high level of institutional maturity and its strong ability to adapt, innovate, and prepare for future challenges.
He added that the assessment highlighted Digital Dubai’s success in translating the principles of resilience and agility into measurable institutional practices, describing the evaluation process as an example of effective collaboration and the exchange of best practices.
The recognition comes as governments worldwide place increasing emphasis on institutional resilience and agility to navigate rapid technological, economic, and geopolitical transformations while maintaining operational continuity, public confidence, and sustainable digital growth.
The certificates were received by His Excellency Younus Al Nasser, Chief Executive of the Dubai Data and Statistics Establishment at Digital Dubai, on behalf of His Excellency Hamad Obaid Al Mansoori, during a presentation by Henk Van Twillert.
Established in 2010, the European Organization for Excellence and Agility is an independent international consultancy that evaluates and develops institutional capabilities in resilience, agility, organizational culture, proactiveness, and organizational learning.
