UAE Ranks First in Global Entrepreneurship Monitor 2024-2025 for Fourth Consecutive Year

H.E. Alia Al Mazrouei: The UAE’s forward-looking vision has fostered a world-class entrepreneurial ecosystem

The United Arab Emirates (UAE) has once again secured the top global ranking in the Global Entrepreneurship Monitor (GEM) 2024-2025 report, marking its fourth consecutive year as the world’s best destination for entrepreneurship. The UAE outperformed 56 economies, surpassing many advanced nations in fostering a thriving entrepreneurial environment.

The UAE ranked first among high-income countries in 11 out of 13 key indicators, including funding access, government policies, education integration, R&D transfer, commercial infrastructure, and ease of market entry. This reflects the country’s robust institutional framework, designed to support entrepreneurs and small and medium-sized enterprises (SMEs).

A Thriving Entrepreneurial Ecosystem

H.E. Alia Bint Abdulla Al Mazrouei, Minister of State for Entrepreneurship, stated:

“Thanks to the UAE’s visionary leadership, we have built a dynamic and globally competitive entrepreneurial ecosystem. Our top global ranking for the fourth year underscores our commitment to fostering a world-class environment for start-ups and SMEs.”

The UAE is strategically investing in digital and advanced economic sectors, aiming to solidify its position as a global hub for innovation and entrepreneurship by the next decade. This aligns with the national ‘We the UAE 2031’ vision, which focuses on strengthening the UAE’s role in the global economy.

Key Initiatives Driving UAE’s Entrepreneurial Success

  • $8.7 billion investment under the "Projects of the 50" initiative, enhancing SME growth and innovation.

  • 100% foreign ownership policy, attracting record-breaking foreign direct investment (FDI).

  • Entrepreneurial culture: 67% of adults know an entrepreneur or believe they have the skills to start a business.

  • Technology adoption: 80% of entrepreneurs plan to integrate advanced technology into their operations.

  • Global reach: 55% of UAE entrepreneurs cater to international clients.

UAE Tops Global Entrepreneurship Context Index

The UAE also ranked first globally in GEM’s National Entrepreneurship Context Index (NECI), highlighting its exceptional business environment. This reinforces the UAE’s ambition to reach one million SMEs by 2031, cementing its role as a leading international business hub.

The GEM report, now in its 25th edition, is globally recognized by leading institutions such as the World Bank, IMF, OECD, and UN organizations. The UAE’s continued dominance in GEM’s rankings reflects its strong policy framework, investor-friendly climate, and commitment to innovation-driven growth.
