Dubai Land Department and CDA Launch Second Phase of Barwa Programme to Empower Senior Citizens and People of Determination
Dubai Land Department (DLD), in partnership with the Community Development Authority (CDA), has launched the second phase of the Barwa Programme through a series of interactive workshops designed to enhance awareness of real estate services available to senior citizens and People of Determination.
The initiative, recognised as the region’s first sustainable social and humanitarian real estate programme, aims to support beneficiaries in managing their property affairs independently while improving their quality of life through accessible, tailored services.
The first workshop under the new phase was held on June 18 at Al Barsha Community Centre, bringing together senior citizens to learn about the programme’s services through interactive presentations and practical demonstrations. Additional sessions are scheduled throughout June and July at Thukher Club locations in Al Wasl and Al Khawaneej.
Since its launch, the Barwa Programme has benefited more than 18,599 senior citizens and People of Determination, including 11,293 men and 7,306 women. The growing participation highlights increasing demand for specialised real estate services that address the unique needs of these community groups.
The second phase is being implemented under the slogan, “Barwa… You are valuable and should always be appreciated,” reflecting the programme’s commitment to promoting inclusion, independence, and accessibility.
According to Dubai Land Department, the workshops are designed to familiarise beneficiaries with the range of services available through the programme while providing opportunities for direct engagement and personalised guidance. The sessions combine live demonstrations, educational presentations, and interactive activities involving Barwa programme characters to simplify information and improve accessibility.
The programme has achieved significant milestones across its various initiatives. More than 24,844 real estate transactions have been completed through DLD service centres, Real Estate Registration Trustee Centres, and Service Trustee Centres under the Al Barza and Al Karani initiatives. Additionally, the Al Kaitoob digital platform has facilitated 1,895 transactions through the Dubai REST application.
Customer engagement has also remained strong. The Al Mersal initiative handled 3,484 customer calls and conducted 712 surveys, achieving a customer happiness rate of 94 percent, underscoring the programme’s effectiveness in delivering efficient and user-focused services.
Barwa offers an integrated ecosystem of field, digital, and advisory services designed to meet beneficiaries wherever they are. Among its key offerings is the Al Tarash service, which delivers real estate services directly to beneficiaries at their location. The Al Karani initiative provides each beneficiary with a dedicated assistant to support and monitor transactions, while Al Kaitoob enables seamless remote property management through digital channels.
Other services include Al Mersal, which provides instant digital support and guidance, and Real Estate Katateeb, which offers specialised property awareness and educational workshops. The programme also features dedicated Al Barza lounges designed to provide a welcoming service environment for senior citizens and People of Determination.
Through the Hasela initiative, beneficiaries gain access to property management, maintenance, and consultancy services delivered in partnership with private-sector organisations. Meanwhile, the Registry of Honoured Citizens initiative strengthens collaboration between DLD and the CDA to deliver more personalised and integrated services.
Dubai Land Department stated that the programme reflects its commitment to developing a people-centred real estate services model that safeguards property rights, enhances independence, and improves overall wellbeing for beneficiaries.
The initiative also supports the objectives of the Dubai Social Agenda 33, which prioritises family wellbeing, quality of life, and the empowerment of priority groups. At the same time, it aligns with the Dubai Economic Agenda (D33) by strengthening digital trust and expanding access to smart government services.
Through programmes such as Barwa, Dubai continues to reinforce its position as a global leader in innovative government services that place people at the centre of sustainable development and community wellbeing.
