Supreme Legislation Committee and Dubai Judicial Institute launch ‘Legislative Drafting’ programme to strengthen legislative ecosystem
In line with Dubai’s vision to enhance its legislative and institutional framework, the Supreme Legislation Committee (SLC) and the Dubai Judicial Institute (DJI) have launched a specialised training programme titled ‘Legislative Drafting’, accredited by the National Qualifications Center under the Ministry of Higher Education and Scientific Research.
The initiative aims to equip legal professionals with advanced skills in legislative drafting, in accordance with UAE national qualification standards, and to support the development of a modern, cohesive legislative ecosystem.
The launch follows the signing of a memorandum of understanding (MoU) between Ahmad Bin Meshar, Secretary General of the SLC, and Judge Dr Ebtisam Ali Al Badwawi, Director General of DJI. The agreement underscores both institutions’ commitment to fostering innovation in legislative development, while strengthening the capabilities of national talent in drafting laws that align with Dubai’s future-oriented strategy.
Enhancing Skills and Legislative Quality
The programme is designed to meet the practical needs of government entities, offering participants comprehensive training in both theoretical and practical aspects of legislative drafting. It aims to enhance participants’ legal and technical expertise, enabling them to contribute to high-quality legislation that reflects the Emirate’s evolving needs.
Ahmad Bin Meshar highlighted the importance of this collaboration, saying:
“We take great pride in our joint agreement with DJI, marking the beginning of a strategic partnership driven by the ‘Legislative Drafting’ programme. This initiative strengthens the skills and expertise of legal professionals across government entities and reaffirms our commitment to developing a robust legislative infrastructure that anticipates future challenges and aligns with Dubai’s broader development objectives.”
Supporting Dubai’s Strategic Vision
Judge Dr Ebtisam Ali Al Badwawi reaffirmed the partnership’s alignment with Dubai’s strategic priorities and the directives of His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister, Minister of Finance, and Chairman of the Dubai Judicial Council.
She said:
“At DJI, we are proud to partner with SLC, a foundational institution dedicated to advancing legislative quality in Dubai. Through this programme, we are building a comprehensive curriculum that ensures consistency, clarity, and cohesion in legislative drafting — reflecting Dubai’s vision for the future and reinforcing excellence across judicial operations.”
Advancing Legislative Excellence
The ‘Legislative Drafting’ programme represents a significant step in developing a new generation of qualified legal professionals capable of shaping and modernising the Emirate’s legal landscape.
By combining institutional collaboration with a focus on knowledge exchange, the partnership between the SLC and DJI aims to enhance Dubai’s leadership in the legislative and judicial sectors — preparing national cadres to craft modern laws that address current requirements and anticipate future developments.
