His Excellency Sultan bin Saeed Al Mansoori, Chairman of the Supreme Committee for the Preparation and Supervision of the 28th Universal Postal Congress, honoured members of the Supreme Committee and representatives from various national entities for their vital contributions to the successful hosting of the 28th Universal Postal Congress – Dubai 2025.

The recognition ceremony, held at the Dubai Chambers Majlis, celebrated the collaborative efforts that positioned the UAE as a global hub for international dialogue and an innovator in shaping the future of postal and logistics services.

Global event success and adoption of the Dubai Strategy 2026–2029

The 28th Universal Postal Congress brought together over 2,200 participants from 192 countries, marking one of the largest gatherings in the history of the Universal Postal Union (UPU). The event culminated in the adoption of the ‘Dubai Strategy 2026–2029’, a comprehensive framework aimed at advancing the global postal sector.

As the Chair of the UPU Council of Administration and a member of the UPU Postal Operations Council, the United Arab Emirates has been entrusted with overseeing the implementation of the Dubai Strategy through the ‘Dubai Business Plan’, which it will monitor over the next four years.

UAE’s leadership in global cooperation and innovation

In his remarks, H.E. Sultan bin Saeed Al Mansoori commended the unified national efforts behind the successful organization of the Congress, emphasizing the UAE’s growing leadership in facilitating international cooperation.

“This achievement reflects the UAE’s capacity to drive change and define the future through teamwork and strong cooperation among government, semi-government, and private entities,” said Al Mansoori. “The Universal Postal Congress served as a global platform that highlighted our country’s role as a bridge for communication among nations and a transformative hub for innovative solutions in logistics, digital trade, and sustainable development.”

He further affirmed that the success of the Congress aligns with the UAE’s vision of building an integrated and innovative government ecosystem, reinforcing the nation’s global reputation as a leader in future-ready sectors.

Collaborative national effort and global impact

Tariq Al Wahedi, Group CEO of 7X, the organizing entity of the Congress and the UAE’s official representative to the UPU, praised the national collaboration that ensured the event’s success.

“The outcomes of the Congress mark a pivotal moment for the global postal and logistics sector,” Al Wahedi stated. “The adoption of the ‘Dubai Strategy 2026–2029’ will guide international efforts toward digital transformation, sustainability, and integration across postal and logistics networks. Together with our partners, we aim to translate these outcomes into actionable projects that promote economic and trade development while maintaining the UAE’s leadership in the global trade ecosystem.”

A vision for global postal transformation

The Dubai Strategy 2026–2029 presents a holistic framework that focuses on:

  • Strengthening regulatory frameworks and quality standards.

  • Enhancing access to postal services and expanding digital integration.

  • Driving innovation and digital transformation to develop smart, customer-centric postal solutions.

  • Addressing e-commerce growth through agile and sustainable postal systems.

  • Promoting technical cooperation, public-private partnerships, and capacity building to support economic inclusion and the UN Sustainable Development Goals (SDGs).
