Ras Al Khaimah launches major road expansion to ease congestion and boost connectivity

Authorities have announced a large-scale infrastructure project to expand and upgrade Sheikh Mohammed bin Salem Road (E11), a vital coastal highway linking Al Hamra Roundabout with Sheikh Mohammed bin Zayed Road (E311). The initiative, led by the emirate’s Public Services Department, aims to reduce congestion, enhance connectivity, and stimulate economic growth.

A detailed traffic diversion plan will be implemented throughout the construction period to ensure mobility and minimize disruption for motorists.

Project details

In the first phase, the 11.5-kilometre stretch of E11 will be widened from two to four dual lanes, with parallel service roads added to accommodate traffic flow. The works will also include upgraded junctions, improved drainage and irrigation networks, utility installations for power, water, and telecommunications, as well as the integration of an intelligent transport system (ITS) and advanced traffic management solutions.

The second phase of the project will focus on structural enhancements, including the construction of four bridges and underpasses, along with additional parking facilities to support commercial zones at key locations such as Dolphin Junction, the E11–E311 intersection, Al Hamra underpass, and Mina Al Arab underpass.

Long-term benefits

Eng. Khalid Fadel Al Ali, director general of the Public Services Department, said the project is central to Ras Al Khaimah’s vision of developing a smart and sustainable road network.
“The road expansion project reflects Ras Al Khaimah’s strategic direction toward developing a smart, sustainable road network that strengthens regional connectivity and keeps pace with the emirate’s urban and economic growth. It will improve traffic flow and ensure easier access for residents, visitors, and businesses alike,” he noted.

Authorities expect the first phase to take 24 months, while the second phase will span an additional 21 months. Upon completion, the expansion is projected to ease traffic bottlenecks, reduce travel time, improve safety, and facilitate better access to residential, business, and industrial areas.

The department also pledged to keep the public regularly informed through traffic updates, while urging residents and shop owners to follow diversion guidelines to minimize disruption during the construction period.
