New UAE Worker Housing Rules Introduce Free Internet and Stricter Living Standards
The United Arab Emirates has introduced updated guidelines to improve worker housing conditions, mandating free internet access, enhanced hygiene, and stricter safety standards across labour accommodations.
The new framework, issued by the Ministry of Human Resources and Emiratisation (Mohre), aims to create more dignified, safe, and comfortable living environments for workers while strengthening oversight and compliance.
Key Changes for Workers
Under the revised rules, employers must ensure workers have access to free WiFi, enabling them to stay connected with families and access essential online services.
For larger accommodations housing 1,000 workers or more, additional requirements include first-aid rooms, on-site clinics, and designated recreational spaces to support wellbeing.
Improved Living Standards
The guidelines clearly define minimum requirements for worker rooms, including:
- Proper beds (no floor sleeping)
- Personal storage and lockers
- Clean bedding and basic furniture
To enhance comfort and privacy, accommodations must also provide adequate space, ventilation, air conditioning, and window coverings. Cooking inside rooms is prohibited to maintain hygiene and reduce safety risks.
Stronger Focus on Hygiene
Cleanliness standards have been significantly upgraded. Facilities must be:
- Cleaned daily
- Equipped with waste management systems
- Supported by pest control measures
Bathrooms, kitchens, and dining areas must meet health standards, with sufficient facilities based on occupancy. Access to clean drinking water is also mandatory.
Enhanced Health and Safety Measures
The new rules place strong emphasis on health protection and emergency preparedness. Required provisions include:
- First-aid and isolation rooms
- Disease prevention plans
- 24-hour medical clinics in larger facilities
In addition, fire safety systems, emergency exits, and regular inspections are now mandatory to ensure resident safety.
Strict Compliance and Monitoring
Mohre has introduced a structured system to classify violations, targeting issues such as:
- Overcrowding
- Poor ventilation
- Lack of clean water
- Fire safety failures
These are treated as serious risks requiring immediate corrective action, enabling authorities to enforce standards more effectively.

The updated regulations are expected to deliver tangible benefits, including:
