These include green structure regulations, retrofitting existing buildings, district cooling, wastewater reuse, laws and standards to raise performance, energy-efficient street-lighting, and Shams Dubai initiative, which motivates building owners to install photovoltaic panels to create electrical energy. This strategy encourages energy service business in the market and to ensure energy effectiveness business.

DEWA contributes over 50 % of this target. DEWA developed the Etihad Energy Service Company (Super Esco) to motivate energy service companies in the market and to ensure energy efficiency company.

DEWA's efforts in energy efficiency have contributed to achieving numerous milestones internationally, going beyond significant European and American companies in different areas. Losses in power transmission and distribution networks reached 3.26 %, as compared to 6-7 % in Europe and the USA. Water network losses reached 8.26 %, compared with 15 % in North America.
