E&E Emirates and Al Rayyan Investment to deliver high-speed Wi-Fi to over 42,000 residents in Abu Dhabi communities

E&E Emirates, the telecommunications arm of global technology group E&E, has signed a strategic agreement with Al Rayyan Investment to provide fully managed, high-speed internet services to more than 42,000 residents across two major worker housing and humanitarian communities in Abu Dhabi.

The agreement will see E&E Emirates design, implement and operate an advanced Wi-Fi network at the Construction Workers’ Housing City and Moonflower Humanitarian City. The service will offer secure, high-quality connectivity, reliable coverage and centralised performance management, enabling residents to stay connected with family members, access digital services and engage more actively in community life.

The signing ceremony was attended by senior representatives from both organisations, including Sultan Al Dhaheri, General Manager of E&E Emirates in Abu Dhabi; Saeed Al Yabhouni, CEO of Al Rayyan Investment; Nader Naseem, General Manager of the Construction Workers’ Residential City; and Abdullah Al Ali, Operations Manager at Moonflower Humanitarian City.

Commenting on the partnership, Sultan Al Dhaheri said that reliable connectivity has become essential in today’s digital world. He noted that the collaboration reflects E&E Emirates’ commitment to expanding access to communities that need it most, ensuring technology serves people first and supports the UAE’s vision of a connected and inclusive society.

Saeed Al Yabhouni highlighted the role of connectivity in building strong residential communities, stating that modern housing developments must go beyond physical infrastructure to enable communication, access to information and a sense of belonging. He added that the partnership ensures residents can remain connected to their families and the wider world.

The initiative forms part of E&E’s broader investment in smart connectivity solutions and next-generation network management, aimed at improving quality of life through technology. It also reflects a shared commitment by both organisations to promoting digital inclusion and empowering communities, regardless of social or economic circumstances.

Aligned with the “We Are the UAE 2031” vision, which places people at the centre of sustainable development, the partnership supports national goals related to digital transformation, inclusion and enhanced quality of life. The project further positions Abu Dhabi as a model for connected, people-focused urban development.
