Dubai Digital Authority and CIPS sign MoU to drive procurement excellence and upskilling across government workforce

Dubai Digital Authority has signed a Memorandum of Understanding (MoU) with the Chartered Institute of Procurement and Supply (CIPS) to enhance the professional development of its procurement workforce, reinforcing Dubai and the UAE’s vision for government excellence and digital leadership.

Under the agreement, CIPS will deliver applied learning and internationally recognised certification programmes to procurement professionals across Dubai Digital. The initiative will focus on practical competencies, ethics, and global best practices, with training delivered over an 18-month period in Dubai by CIPS experts.

The MoU was signed by H.E. Hamad Obaid Al Mansoori, Director General of Dubai Digital, and Sam Achampong, Regional Director of CIPS MENA, during a ceremony in Dubai.

Building future-ready procurement talent

Commenting on the partnership, H.E. Hamad Obaid Al Mansoori said: “This agreement reflects the Authority’s commitment to preparing qualified government cadres for the future by fostering partnerships with leading global institutions known for delivering world-class training programs. By working with the Chartered Institute of Procurement and Supply, we aim to cultivate highly skilled professionals in procurement and supply chain management, thus strengthening our ability to serve Dubai’s digital future and maintain our leadership as a global innovation hub.”

Sam Achampong added: “We are delighted to begin this important collaboration with Dubai Digital. Procurement plays a critical role in supporting innovation, agility and value in public service delivery. Through this partnership, we will deliver world-class training tailored to the UAE’s ambitions and ensure procurement professionals are empowered with the tools, frameworks and confidence to lead transformation.”

Strengthening capacity and ethics in procurement

The programme will include tailored practitioner and advanced practitioner-level training, orientation, competency assessments, and certifications aligned with international standards. It is designed to build national capacity, promote ethical procurement practices, and instill a culture of continuous learning within government entities.

CIPS, a trusted advisor to governments and organisations worldwide, will also support Dubai Digital with capability building, policy alignment, and strategic procurement guidance. This partnership marks an important step in advancing public sector transformation in the UAE through applied learning and global certification.
