ADPIC launches unified governance framework to accelerate infrastructure delivery across Abu Dhabi

The Abu Dhabi Projects and Infrastructure Centre has launched a new infrastructure governance framework aimed at accelerating approvals, improving coordination, and enhancing project delivery across Abu Dhabi’s capital project ecosystem.

The announcement was made during the opening day of the Abu Dhabi Infrastructure Summit 2026, where ADPIC signed a memorandum of understanding (MoU) with 14 government entities and strategic partners to create a unified mechanism for faster and more integrated infrastructure delivery across the emirate.

The signing ceremony was attended by Suhail Mohamed Al Mazrouei, Mohamed Ali Al Shorafa, and senior leaders from Abu Dhabi’s infrastructure sector.

The framework introduces a coordinated governance structure designed to streamline the issuance of No-Objection Certificates (NOCs) for capital projects. A new Joint Committee, chaired by ADPIC and comprising senior representatives from participating entities, will oversee the resolution of approval bottlenecks, identify causes of delays, and implement corrective action plans within measurable timelines.

Speaking at the summit, Mohamed Ali Al Shorafa said the initiative reflects Abu Dhabi’s ambition to strengthen governance and coordination across its infrastructure ecosystem.

“What we have formalised today is more than an administrative framework. It is a clear statement of intent that Abu Dhabi is aligning the governance of its infrastructure programme with the scale of its ambition,” he said.

H.E. Eng. Maysarah Mahmoud Salim Eid, Director General of ADPIC, said the framework would establish a more integrated model for infrastructure delivery by enhancing alignment among entities and improving efficiency throughout the project lifecycle.

“As Abu Dhabi advances one of the region’s most ambitious infrastructure agendas, effective coordination and governance are essential to delivering impact at scale,” he said.

Environment Agency – Abu Dhabi Secretary General Shaikha Salem Al Dhaheri said the framework would help balance rapid development with environmental sustainability and the protection of Abu Dhabi’s natural heritage.

Meanwhile, Dolphin Energy Limited Chief Executive Officer Obaid Abdulla Al Dhaheri highlighted the importance of collaboration among government entities to support integrated infrastructure delivery.

Saleem Alblooshi, Chief Technology Officer at du, said the initiative aligns with Abu Dhabi’s vision for connected, sustainable, and future-ready infrastructure. He added that du remains committed to providing advanced telecommunications infrastructure and digital solutions to support smart cities and economic development.

The participating entities include the Department of Municipalities and Transport and its Infrastructure Development Directorate and Urban Planning and Permit Centre divisions, Abu Dhabi City Municipality, Al Ain City Municipality, Al Dhafrah Region Municipality, the Department of Energy, Environment Agency – Abu Dhabi, Abu Dhabi Civil Defence Authority, Monitoring and Control Center, ADNOC, Etihad Rail, Dolphin Energy, TAQA Transmission, TAQA Distribution, TAQA Water Solutions, e&, and du.

According to ADPIC, the framework will further strengthen transparent governance, integrated planning, and a stable investment environment for developers, contractors, and infrastructure partners, reinforcing Abu Dhabi’s position as a globally competitive infrastructure hub.

The signing took place during ADIS 2026, held from 12 to 14 May at the Abu Dhabi National Exhibition Centre. The summit has returned for its second edition with expanded international participation, bringing together more than 7,000 industry leaders through conference sessions, exhibitions, and business matchmaking opportunities.
