Uptime Institute Partners with Nineveh to Support Iraq’s Digital Infrastructure Development

Uptime Institute has signed a strategic partnership with the Governorate of Nineveh to support the development of resilient digital infrastructure and accelerate digital transformation in Iraq. The agreement was formalized during the U.S.-Iraq Business Summit at the U.S. Chamber of Commerce, held as part of Iraqi Prime Minister Ali Al-Zaidi’s official visit to the United States.

The Memorandum of Understanding (MoU) aims to strengthen Nineveh’s digital infrastructure while supporting Iraq’s broader national digital transformation agenda. The collaboration seeks to establish globally aligned digital infrastructure that promotes economic growth, attracts investment, and enhances long-term technological development across the governorate.

The partnership was announced during a historic summit that resulted in more than 50 agreements valued at over $60 billion, highlighting expanding economic cooperation, investment, and technology partnerships between the United States and Iraq.

Building a Resilient Digital Foundation

Under the agreement, Uptime Institute and the Governorate of Nineveh will work together to develop reliable and sustainable digital infrastructure that meets international standards. The initiative is designed to strengthen the region’s technology ecosystem while positioning Nineveh as an emerging destination for technology investment and digital innovation.

Governor of Nineveh Abdul Qader Al-Dakheel said the partnership represents a significant step toward building the infrastructure needed to support economic development and create long-term opportunities for residents.

"By partnering with Uptime Institute, we are laying the resilient foundations that will power our economy, create lasting opportunity for our people, and position Nineveh as a rising hub for technology and investment in Iraq," he said.

According to Mustapha Louni, Chief Business Officer at Uptime Institute, the collaboration reflects Iraq's growing focus on developing world-class digital infrastructure supported by international expertise and local talent.

He said the partnership demonstrates that resilient and sustainable digital infrastructure is becoming a reality in Iraq, helping establish the country as an emerging technology destination while creating a foundation for future economic growth.

Focus on Knowledge Transfer and Investment

The agreement also emphasizes knowledge transfer, local workforce development, and capacity building, helping equip Iraqi professionals with the expertise needed to support modern digital infrastructure projects.

The U.S. Chamber of Commerce hosted the signing ceremony, reinforcing its role in strengthening international business partnerships and connecting global technology organizations with emerging markets.

The collaboration aligns with broader efforts by the U.S. and Iraqi governments to encourage investment, modernize infrastructure, and build globally recognized digital capabilities that support Iraq's long-term economic development.
