Abu Dhabi Unveils Ambitious Digital Strategy to Lead Global AI Governance

The Abu Dhabi Government has officially launched the "Abu Dhabi Government Digital Strategy 2025-2027," setting the stage to become the world’s first fully AI-native government by 2027. Spearheaded by the Department of Government Enablement (DGE) in partnership with various government entities, the strategy underscores Abu Dhabi's commitment to leveraging artificial intelligence (AI) and digital transformation to redefine governance.

With an investment of AED13 billion over the next three years, the initiative aims to fortify innovation, drive technology adoption, and establish Abu Dhabi as a global hub for AI-powered governance.

Key Pillars of the Digital Strategy

  1. AI Integration Across Services:
    Abu Dhabi will implement over 200 AI-driven solutions across government services, ensuring operational efficiency and enhanced service delivery.

  2. Sovereign Cloud Computing:
    A 100% adoption of sovereign cloud computing is planned for all government operations, enabling scalability and robust data management.

  3. Digital Infrastructure and ERP Platform:
    The strategy prioritizes creating a unified digital enterprise resource planning (ERP) platform, streamlining processes, and driving productivity.

  4. AI Empowerment for Citizens:
    Through the AI for All programme, citizens will receive training to utilize AI applications, promoting widespread adoption and skill enhancement.

  5. Cybersecurity Excellence:
    Comprehensive digital guidelines and frameworks will be developed to maintain the highest cybersecurity standards, ensuring readiness for future challenges.

Visionary Leadership and Economic Impact

His Excellency Ahmed Hisham Al Kuttab, Chairman of DGE, highlighted the transformative nature of the strategy:
"The Abu Dhabi Government Digital Strategy 2025-2027 embodies our leadership’s vision of creating an AI-native government. By seamlessly integrating AI, cloud technologies, and data-driven insights, we are poised to redefine public services, streamline operations, and fuel sustainable economic growth."

The strategy builds on over a decade of digital advancements, transitioning from e-government to smart services, and now, to AI-powered systems. Recent innovations, including TAMM 3.0 and the Abu Dhabi Program for Effortless Customer Experience, lay the groundwork for next-generation solutions rooted in AI, sustainability, and analytics.

Driving Economic Growth and Employment

The initiative is projected to contribute over AED24 billion to Abu Dhabi’s GDP by 2027. Furthermore, it is set to create over 5,000 jobs, aligning with Emiratisation goals and fostering talent development.

Strategic Partnerships

To realize its ambitious goals, Abu Dhabi is collaborating with prominent institutions, including:

  • Mohamed bin Zayed University of Artificial Intelligence for upskilling citizens.
  • Advanced Technology Research Council (ATRC) for developing large language models.
  • G42 for building AI infrastructure.

These partnerships underscore Abu Dhabi's commitment to becoming a global leader in digital governance and sustainable development.
