Inside Abu Dhabi’s Hidden AI Systems Powering Government Services

AI Quietly Powers Critical Government Services Across the UAE

Artificial intelligence is already deeply embedded within Abu Dhabi’s government infrastructure, quietly supporting critical services ranging from emergency medical response and healthcare management to legislative planning and national resilience systems.

While residents may rarely see these technologies in action, AI-driven platforms are increasingly shaping decisions behind the scenes, helping government agencies respond faster, allocate resources more effectively, and improve public services.

According to Thomas Pramotedham, many of these systems are already operational and have become so integrated into government services that most people are unaware of their presence.

“AI has become invisible in government because you don't feel it,” Pramotedham said. “But you live in an efficient, well-taken-care-of community. That is the point.”

AI-Assisted Ambulance Routing Saving Critical Time

One of the most prominent examples of applied AI can be found in Abu Dhabi’s emergency response system.

Before an ambulance is dispatched, AI-powered platforms can analyse multiple datasets simultaneously, including patient medical histories, allergies, hospital capacity, specialist availability, operating theatre readiness, and medicine inventories.

This allows emergency responders to determine the most appropriate hospital for treatment before the patient arrives.

Pramotedham explained that the system can instantly access relevant patient information and recommend the most suitable destination based on real-time healthcare data.

Rather than transporting patients to facilities that may lack the necessary resources, AI-supported decision-making helps optimise emergency care and potentially improve patient outcomes.

UAE Accelerates AI-Native Government Vision

The deployment of these technologies comes as the UAE moves forward with plans to integrate agentic AI across 50 per cent of government sectors, services, and operations within the next two years.

According to Pramotedham, the initiative represents an expansion of existing capabilities rather than the creation of entirely new systems.

Presight AI is currently supporting government efforts to develop AI-native platforms designed to enhance service delivery across multiple federal entities.

“The UAE committed to an AI-native government,” he said. “We are already supporting the Ministry of Foreign Trade to build the first AI-native platform for whole-of-government.”

Digital Twin Technology for Legislation

Beyond healthcare, AI is also playing an increasingly important role in policymaking.

In January, Presight collaborated with the General Secretariat of the Cabinet and PwC to launch the UAE’s Regulatory Intelligence Ecosystem during the World Economic Forum Annual Meeting in Davos.

The platform functions as a digital twin of UAE legislation, enabling policymakers to model and assess the potential economic and social impact of proposed laws before implementation.

This predictive capability allows authorities to evaluate policy outcomes and make more informed decisions.

AI Expanding Across the Energy Sector

The UAE’s AI transformation is also extending into strategic industries.

Presight’s joint venture with ADNOC, known as AIQ, recently secured a $340 million contract to deploy ENERGYai across ADNOC’s upstream operations.

The system is designed to streamline complex industrial processes and significantly reduce the time required to complete key operational tasks.

Tested During Regional Challenges

According to Pramotedham, these AI systems have already demonstrated their resilience during periods of regional tension and infrastructure pressure.

He noted that government operations supported by Presight's platforms continued without disruption despite heightened challenges earlier this year.

“Our government didn't take a day of crisis management. It was business as usual,” he said.

The performance of these systems under real-world conditions has strengthened confidence in the UAE’s approach to AI deployment across essential public services.

UAE Emerging as a Global AI Hub

The UAE is increasingly becoming a destination for governments and technology companies seeking to understand how AI can be integrated into public services.

Presight’s latest accelerator programme attracted 376 applications from 62 countries, highlighting growing international interest in the country's AI ecosystem.

International delegations frequently visit UAE institutions to observe operational AI systems in healthcare, government administration, and public services.

Pramotedham said many participants are attracted not only by the technology itself but by the opportunity to study AI implementations already functioning at national scale.

Human-AI Collaboration Remains Essential

Despite rapid advances in AI capabilities, Pramotedham emphasised that technology is intended to support human decision-making rather than replace it.

He stressed that the most effective outcomes emerge when people and AI systems work together, combining machine speed with human judgment.

“AI does not give the perfect answer. It gives the best available answer in the shortest possible time,” he said.

“The best outcome is when we collaborate with AI, because we get the fastest possible answer. In an emergency, that answer saves a life.”

Scaling Proven Systems

As the UAE advances its AI-native government strategy, the focus is increasingly shifting from experimentation to expansion.

For companies such as Presight, the challenge is no longer proving that AI can improve public services but scaling systems that have already demonstrated their effectiveness across healthcare, government operations, policymaking, and critical infrastructure.
