Digital Cooperation Organization Concludes 4th General Assembly with Endorsement of 2025-2028 Agenda
The Digital Cooperation Organization (DCO) successfully concluded its fourth annual General Assembly in Jordan, reaffirming its commitment to advancing digital maturity and fostering inclusive economic growth. The assembly resulted in the adoption of the 2025-2028 Agenda and the endorsement of 13 key initiatives aimed at strengthening digital economic resilience.
Representatives from the 16 DCO Member States gathered to discuss digital transformation strategies, with the assembly culminating in the adoption of the Council Declaration. This declaration reinforced the commitment to building an inclusive, human-centric, and sustainable digital economy. Additionally, the organization introduced an Associate Membership mechanism to expand its reach and drive further global collaboration.
Key Initiatives and Agreements
Among the endorsed initiatives were the DCO Entrepreneurship and Innovation Standard of Excellence, DCO Interoperability Mechanism for Cross-Border Data Flows, DCO Model Contractual Clauses, AI Ethics Evaluator, and the AI Readiness Toolkit. The organization also launched the Framework for Strengthening National Agendas to Combat Online Misinformation and an E-Waste Management Framework to promote responsible technology disposal.
On the sidelines of the assembly, several strategic agreements were signed. The DCO entered into memorandums of understanding (MoUs) with the Mohammed Bin Salman Foundation (MISK), HP Inc., and the Agency for Economic Cooperation and Development. Furthermore, the Sultanate of Oman partnered with 500 Global, while the DCO and the United Nations Office for South-South Cooperation (UNOSSC) signed a Statement of Intent to enhance digital collaboration.
Leadership Transitions and Future Outlook
The State of Kuwait was formally announced as the DCO Council President for 2025, succeeding Jordan. The Islamic Republic of Pakistan was also endorsed for the Presidency of the DCO Council for 2026. Meanwhile, the 2025 Executive Committee will be chaired by Saudi Arabia, with members including Jordan, Kuwait, Pakistan, Cyprus, Morocco, and Oman.
His Excellency Engineer Sami Smeirat, Jordan’s Minister of Digital Economy and Entrepreneurship and Chairman of the DCO Council, emphasized the importance of Jordan's role in shaping the organization’s direction. He stated, “Throughout our presidency, we have launched ambitious initiatives, strengthened public-private partnerships, and laid a solid foundation for empowering youth and women in technology.”
Deemah AlYahya, Secretary-General of DCO, highlighted the organization's progress and future vision. She remarked, “Our 2025-2028 Agenda marks the beginning of a new digital era. Global collaboration will be key to achieving sustainable digital prosperity, benefiting over 800 million people across our Member States.”
Omar Saud Al-Omar, Kuwait’s Minister of State for Communication Affairs, expressed gratitude for Kuwait’s election as DCO Council President. He underscored Kuwait’s commitment to “supporting digital transformation, fostering innovation, and promoting digital entrepreneurship to drive sustainable economic development.”
The next General Assembly will take place in February 2026 in Kuwait, where discussions will focus on the progress of the 2025-2028 Agenda and its impact on global digital cooperation.
