Abu Dhabi Launches ‘Sahl’ System to Enhance Accessibility Across Public Spaces

Initiative Aims to Create a More Inclusive Environment for People of Determination and Senior Citizens

The Department of Municipalities and Transport (DMT) has unveiled the “Sahl” Accessibility Assessment System, a landmark initiative aimed at enhancing accessibility in facilities, establishments, and public spaces across Abu Dhabi. This project aligns with the UAE’s “Year of Community” objectives, reinforcing the emirate’s commitment to building an inclusive and sustainable society.

Ensuring Inclusive Urban Development

The Sahl system is designed to evaluate accessibility for People of Determination, senior citizens, and individuals with temporary or situational impairments. The initiative will set benchmarks for accessibility across Abu Dhabi’s urban landscape, ensuring barrier-free mobility in key areas such as:
✅ Public transportation and mobility services
✅ Hospitality and accommodation
✅ Retail and entertainment centers
✅ Fitness and sports facilities
✅ Dining and food courts
✅ Cinema experiences
✅ Religious facilities

The project will begin with a pilot phase on Yas Island, where the Sahl Accessibility Assessment Framework will be tested as part of Abu Dhabi’s Strategy for People of Determination.

“The Sahl Accessibility Assessment System marks a significant step in our ongoing efforts to enhance mobility and create a more inclusive environment across the emirate,” said Dr. Saif Sultan Al Nasseri, Acting Undersecretary of DMT.

Mandatory Certification System for Accessibility

Following a one-year pilot phase, the Sahl system will become mandatory for new projects and later expand to existing buildings and establishments. The system introduces a three-tier certification process:
🏡 Sahl Community Certification – For residential communities and master plans.
🏞 Sahl Public Places Certification – For open spaces and public areas.
🏢 Sahl Buildings Certification – For commercial, government, and public facilities.

Each category will be assessed based on four accessibility levels: Qualified, Adaptable, Inclusive, and Exemplary, ensuring a clear benchmark for accessibility standards.

Integration with Urban Development Plans

DMT will integrate Sahl into all phases of project design, construction, and operation, ensuring compliance through:
🔹 Design phase monitoring
🔹 Construction implementation verification
🔹 Operational reviews every five years

By setting higher accessibility standards, Abu Dhabi aims to become a global model for inclusive urban development, prioritizing real-world insights and community feedback.

Enhancing Accessibility Through Collaboration

In partnership with the Department of Community Development – Abu Dhabi (DCD) and Aldar Properties, a Customer Experience Assessment Journey was conducted to analyze accessibility challenges across Yas Island. The study identified key areas for improvement based on the experiences of:
🔹 Individuals with physical disabilities
🔹 People with autism, visual, and hearing impairments
🔹 Senior citizens

These insights will inform future urban planning, ensuring that Abu Dhabi’s public spaces meet the highest accessibility standards.
