SLC Hosts Annual Legislative Audit Meeting 2024 to Foster Effective Legislative Compliance

The General Secretariat of the Supreme Legislation Committee in the Emirate of Dubai (SLC) held its Annual Legislative Audit Meeting under the theme ‘Towards Achieving Effective Legislative Compliance.’ The event was graced by the presence of H.E. Ahmad Saeed bin Meshar Al Muhairi, SLC Secretary General, alongside numerous SLC employees and representatives from government entities involved in legislative audits and the Dubai Government Excellence Programme.

The meeting featured insightful presentations from key SLC personnel, including Marwah Ibrahim, Senior Legal Officer and Head of the Evaluation and Follow-up Section of the Legislative Audit Directorate; Omar Al Suwaidi, Senior Legal Officer and Head of the Legislative Audit Section; and Bader Al Ali, Senior Legal Officer at the Legislative Audit Directorate. Additionally, prominent external speakers enriched the discussions: Khalida Khalid Al Awadhi, Senior Legal Adviser at the Dubai Health Authority; Dr. Mohammed Saeed Al Teneiji, Senior Legal Consultant at the Department of Finance; and Dr. Majid Al Sarrah, Head of Legal Affairs Office of the Dubai Corporation for Ambulance Services.

Emphasizing Compliance Culture

H.E. Ahmad Saeed bin Meshar Al Muhairi highlighted the critical role of government entities in fostering a culture of compliance at both institutional and social levels, serving as a model for legislative compliance in various aspects of their operations. He stated, "The level of compliance is a pivotal gauge for the progress of nations and societies and for the efficacy of government systems. Collaborative efforts among Dubai’s government entities are crucial to achieve legislative compliance and ensure the proper implementation of legal and legislative frameworks."

Enhancing Cooperation and Coordination

Bin Meshar further elaborated on the significance of the Annual Legislative Audit Meeting as a platform to enhance cooperation and coordination among government entities. He emphasized that discussing tools and mechanisms to promote legislative compliance is vital for consolidating the rule of law and improving the efficiency and flexibility of government operations. "This is pivotal to support Dubai’s ongoing efforts to solidify its global leadership in legislative compliance," he added.

Instilling a Culture of Compliance

The meeting underscored the importance of instilling a culture of legislative compliance within government entities. This culture ensures the integrity and transparency of the institutional environment and operational systems of the government. The discussions highlighted that cultivating compliance promotes adherence to existing laws and regulations and the standards governing the methodologies adopted by government entities in performing their duties. The speakers also emphasized the importance of aligning legislative compliance with the values and objectives of government entities and adopting clear policies and procedures to ensure effective legislative compliance.
