Dubai Culture and Ministry of Economy Forge Strategic Partnership to Advance Intellectual Property System
New MoU aims to bolster innovation, protect creative rights, and boost the knowledge economy through nationwide IP initiatives.
In a move aimed at strengthening the UAE’s creative economy and supporting innovation, Dubai Culture and Arts Authority (Dubai Culture) has signed a Memorandum of Understanding (MoU) with the Ministry of Economy to reinforce collaboration in the field of intellectual property (IP). The partnership will help expand legal and cultural awareness of IP rights and their pivotal role in driving sustainable development across cultural and creative sectors.
The agreement aligns with both institutions’ commitment to nurturing innovation by establishing a strong IP framework that safeguards creative talent and encourages knowledge-based economic growth.
A Unified Vision for Innovation and Creativity
Under the MoU, the two entities will collaborate on a series of training workshops, seminars, conferences, forums, and awareness campaigns. These initiatives are designed to educate creators, entrepreneurs, and the wider public on intellectual property rights and enforcement mechanisms.
The cooperation also includes the exchange of best practices, research publications, periodicals, and knowledge programs to foster the development of scientific and cultural studies that promote IP protection. Both parties will leverage their communication channels to ensure these materials reach broad and relevant audiences.

Hala Badri, Director General of Dubai Culture, emphasized the UAE’s commitment to nurturing a vibrant and flexible creative ecosystem, noting its appeal to entrepreneurs and innovators.
“The UAE’s evolving legal infrastructure for intellectual property has significantly enhanced research, spurred innovation, and attracted global investment in the knowledge economy,” said Badri.
She affirmed that Dubai Culture is dedicated to creating a supportive environment that protects the rights of creators in fields such as literature, arts, and digital innovation. The Authority views this partnership as a milestone in its broader strategy to exchange expertise with federal and local entities and foster a stronger intellectual property culture throughout the nation.
