Dubai Civil Aviation Authority and Ports, Customs, and Free Zone Corporation Collaborate to Enhance Civil Aviation Sector Performance

The Dubai Civil Aviation Authority (DCAA) has signed a Memorandum of Understanding (MoU) with the Ports, Customs, and Free Zone Corporation (PCFC) to strengthen collaboration and improve the performance of the civil aviation sector. The agreement represents a shared commitment to advancing the UAE’s strategy of developing cutting-edge infrastructure and a sustainable aviation industry.

The MoU was signed by His Excellency Mohammed Abdulla Lengawi, Director General of DCAA, and His Excellency Nasser Al Neyadi, CEO of PCFC, in the presence of senior officials from both entities. The partnership aims to establish a comprehensive regulatory framework for collaboration in key areas, including drone operations, heliport landing field regulation, and the enhancement of data exchange and electronic integration mechanisms.

H.E. Mohammed Abdulla Lengawi emphasized the significance of the MoU, stating, "This agreement underscores the DCAA’s commitment to enhancing aviation safety and security while advancing the organization of civil aviation affairs to achieve our strategic goals. Our collaboration with PCFC marks a major step forward in developing Dubai’s aviation infrastructure and fostering innovation and sustainability in this vital industry."

Lengawi further added, "Through this partnership, we aim to improve operational efficiency, focusing on advanced technologies such as drones, and ensure heliport landing fields are regulated according to the highest global standards. We are dedicated to providing a safe and sustainable environment that supports the aviation sector’s growth and reinforces Dubai’s position as a global leader in aviation."

H.E. Nasser Al Neyadi, CEO of PCFC, praised the partnership, stating, "This MoU represents a pioneering model of corporate cooperation that enhances our operational capabilities and elevates the services we provide. Our collaboration with DCAA marks a strategic step towards developing the aviation and transportation sectors, aligning with Dubai’s vision to become a global hub for innovation and sustainability."

Key components of the MoU include regulations for drone operations, with DCAA enabling PCFC to use drones within designated geographic zones and issuing necessary permits. The agreement also outlines procedures for certifying heliport landing fields owned by PCFC, with DCAA overseeing approvals and conducting inspections to ensure safety standards are met.

To facilitate technical collaboration, the MoU includes provisions for electronic integration and data exchange, ensuring secure and efficient systems. Both parties are committed to developing joint plans to address potential technical challenges, ensuring uninterrupted service delivery.

This MoU marks a critical milestone in government collaboration, enhancing the competitiveness of the UAE’s civil aviation sector and supporting the nation’s vision for a thriving and sustainable aviation landscape.
