Deepfake Fraud Surge Leaves Organizations Underprepared, Global Study Finds
A new global study has revealed a growing disconnect between the rapid rise of AI-powered fraud and the ability of organizations to respond effectively, with only 7% reporting they are firmly prepared to detect or prevent such threats.
The research, conducted by the Association of Certified Fraud Examiners in collaboration with SAS, highlights how cybercriminals are increasingly leveraging accessible AI tools to execute deepfake scams, digital forgery, and advanced social engineering attacks at scale.
The findings are part of the 2026 Anti-Fraud Technology Benchmarking Report, based on insights from 713 anti-fraud professionals across eight global regions. The report paints a concerning picture of a threat landscape evolving faster than most organizations can defend against.
Deepfake social engineering has emerged as the fastest-growing fraud category, with a significant majority of respondents reporting an increase over the past two years. Other AI-driven threats, including consumer scams and generative AI-based document forgery, have also surged, reflecting the growing sophistication and accessibility of these technologies. Looking ahead, more than half of respondents expect these threats to intensify further over the next 24 months.
Despite the rising risks, adoption of AI-based defense mechanisms remains uneven. While the use of artificial intelligence and machine learning in fraud detection has increased compared to previous years, only a quarter of organizations currently deploy such technologies. A larger share plans to adopt AI-driven tools in the coming years, but experts warn that delays could widen the gap between organizations and increasingly agile cybercriminals.
The study also highlights a significant governance gap. Although most organizations recognize the importance of accuracy and transparency in AI systems, only a small proportion actively test their models for bias or fairness. Even fewer report full confidence in explaining how their AI systems make decisions, raising concerns about compliance, accountability, and potential regulatory risks—particularly in highly regulated industries such as banking and insurance.
While investment in anti-fraud technologies is expected to grow, financial and operational constraints continue to limit implementation. Many organizations cite budget restrictions as a major challenge, suggesting that awareness of the threat is outpacing the ability to respond effectively.
The report identifies the United Arab Emirates and Saudi Arabia as markets with strong potential to lead in next-generation fraud prevention. Supported by regulatory bodies such as the Central Bank of the UAE and the Saudi Central Bank, both countries benefit from coordinated digital transformation strategies and modern financial infrastructure, enabling faster adoption of real-time, AI-driven fraud detection systems.
Emerging technologies are playing an increasingly important role in the fight against fraud. Generative AI is gradually moving from experimentation to practical application, particularly in areas such as phishing detection, risk assessment, and automated reporting. Agentic AI is also gaining traction, with growing expectations for adoption in the coming years. At the same time, physical biometrics has become one of the most widely implemented tools in anti-fraud programs, reflecting a shift toward identity-based security measures.
However, other enabling technologies such as cloud-based detection platforms and automation tools remain underutilized, indicating missed opportunities to strengthen overall resilience. Meanwhile, the potential impact of quantum computing on fraud detection is drawing increasing attention, with many experts expecting it to reshape the field within the next decade.
Industry leaders caution that cybercriminals operate without the constraints of governance frameworks or budget cycles, allowing them to adopt and exploit new technologies more rapidly. This imbalance creates a persistent advantage for bad actors and increases the urgency for organizations to accelerate their defensive strategies.
The study ultimately underscores a critical inflection point for organizations worldwide. As AI continues to transform both fraud tactics and prevention capabilities, the ability to respond effectively will depend on how quickly businesses can adopt advanced technologies, strengthen governance frameworks, and integrate real-time intelligence into their operations.
With deepfake fraud and other AI-driven threats already reshaping the global risk landscape, the report serves as a clear warning: organizations that fail to close the preparedness gap risk becoming increasingly vulnerable in an environment where the pace of innovation continues to accelerate.
