UAE Launches World’s First Regulatory Intelligence Office, Ushering in AI-Powered Lawmaking
In a landmark move set to transform global legislative practices, the United Arab Emirates has unveiled the world’s first Regulatory Intelligence Office, integrating artificial intelligence (AI) into the real-time development, monitoring, and refinement of the country's legal framework.
Announced by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister of the UAE and Ruler of Dubai, the office aims to revolutionize legislative processes by embedding AI into the core of policymaking. The new system promises greater speed, precision, and adaptability, marking a major step in the UAE’s vision for a data-driven, future-ready government.
“This new AI-based legislative system will revolutionize the way we develop legislation, making the process quicker and more accurate,” said Sheikh Mohammed.
Pioneering Real-Time Legal Reform
At the heart of the initiative is a cutting-edge AI platform capable of analyzing large-scale data in real time, providing lawmakers with insights into how laws are impacting the economy and society. The AI will also forecast trends, track global developments, and offer recommendations for policy adjustments, creating a self-correcting legal ecosystem that keeps pace with changing realities.
Legislation at 70% Faster Speeds
Officials estimate that the integration of AI could reduce the time required for drafting and implementing new laws by up to 70%. By automating tasks like legal research and regulatory analysis, the system frees up lawmakers to focus on higher-level policy decisions.
A Global Benchmark in Smart Governance
The UAE’s initiative is also designed to align its legislative framework with international best practices, thanks to real-time data exchange with global think tanks, academic institutions, and policy centers. However, it remains uniquely adaptable to the UAE’s cultural and economic context, balancing modernization with national identity.
Legal Community Welcomes the Innovation
Prominent legal professionals have praised the move. Taimur Malik, a legaltech expert, described the development as “groundbreaking,” while Essam Al Tamimi, co-founder of Al Tamimi & Company, called it a “bold step that emphasises the country’s future-oriented legal strategy.” Both believe the UAE could serve as a global blueprint for 21st-century legislative systems.
