Dubai introduces flexible summer working hours for government employees

Dubai has announced the return of its annual flexible summer working initiative for government employees, introducing adjusted work schedules designed to support employee wellbeing while maintaining operational efficiency and continuity of public services during the peak summer period.

The ‘Our Flexible Summer’ initiative will run from June 29 to September 10, 2026, offering participating government entities flexible scheduling options based on operational requirements and workforce needs.

Under the initiative, government employees will be divided into two working models.

Employees assigned to the first group will work seven hours per day from Monday to Thursday and four and a half hours on Friday.

Employees in the second group will follow an eight-hour workday from Monday to Thursday, while Friday will be observed as a full day off, creating an extended weekend arrangement.

Government entities will also have the flexibility to implement approved flexible schedules and remote working arrangements depending on operational demands and the nature of their services.

Originally introduced in 2024, the initiative was developed by the Dubai Government Human Resources Department (DGHR) in response to employee feedback and evolving workplace expectations, particularly the growing importance of balancing professional responsibilities with family life.

The flexible model aims to improve employee experience while ensuring uninterrupted government operations and maintaining service standards across departments.

Officials noted that the initiative extends beyond workplace flexibility by enabling employees to spend additional time with their families during the summer period, supporting stronger social connections and overall wellbeing.

The program also aligns with the UAE’s broader ‘Year of Family 2026’ objectives, which emphasize family cohesion and quality of life.

The announcement comes alongside wider national measures designed to protect workers during the summer season.

Earlier this month, the Ministry of Human Resources and Emiratisation (MoHRE) implemented the annual midday work ban, prohibiting work under direct sunlight and in open areas between 12:30pm and 3:00pm daily from June 15 to September 15, 2026.

Now in its 22nd consecutive year, the regulation forms part of national efforts to enhance worker safety and wellbeing during periods of extreme heat.

Authorities confirmed that employers violating the midday break regulations face fines of Dh5,000 per worker, with penalties reaching up to Dh50,000 for multiple violations.

Compliance will be monitored through smart digital systems, field inspections, and awareness campaigns, while reports can be submitted through MoHRE’s call center, official website, or mobile application.

Dubai has also expanded support measures for delivery riders operating across the emirate during the summer season.

The Roads and Transport Authority (RTA) announced the expansion of its temporary rider rest areas to 23 locations across metro and bus stations, marking a 53 per cent increase compared to 2025, including eight newly added locations to support the growing delivery sector.
