According to the latest Numbeo Safety Index, three cities in the United Arab Emirates — Abu Dhabi, Dubai, and Sharjah — have been ranked among the top five safest cities in the world in 2025. The index evaluates cities based on reported crime rates, public perception of safety, and law enforcement efficiency, using a score out of 100, with higher scores indicating greater safety.
1. Abu Dhabi, UAE – Safety Index: 88.4
For nearly a decade, Abu Dhabi has consistently secured the top position in global safety rankings. The city’s enduring commitment to public security includes initiatives by its Civil Defence Authority, such as launching safety patrols across industrial, commercial, and residential areas to improve preventive measures.
2. Doha, Qatar – Safety Index: 84.1
Doha maintains a strong presence among the safest cities, ranking second in 2025. Its consistent performance since 2017 is supported by low crime rates and thoughtful infrastructure, including designated women-only zones in public transport, which enhance the feeling of security for residents and visitors alike.
3. Dubai, UAE – Safety Index: 83.8
Dubai has reached its highest safety ranking yet, credited to advanced surveillance systems and law enforcement technologies. The emirate has remained in the top 10 safest cities since 2018, owing much to its smart camera systems that help monitor both traffic and public safety efficiently.

10. Trondheim, Norway – Safety Index: 79.3
Returning to the top 10 for the first time in several years, Trondheim is noted for its low crime rates and safe environment, particularly appealing to university students and tourists interested in its historical attractions.
