New passport photo rules for Indian expats in UAE starting September 1

Indian expats applying for new passports or renewals in Dubai will need to follow updated photo requirements beginning September 1, 2025, according to a directive issued by India’s Ministry of External Affairs (MEA). The guidelines were circulated to embassies and consulates worldwide via the Passport Seva portal and are designed to align with International Civil Aviation Organisation (ICAO) standards — the global benchmarks for biometric and travel document identity.

The Indian Consulate in Dubai confirmed that all passport applications must now include ICAO-compliant photographs. This means most applicants will need to provide fresh photos that meet the updated specifications to avoid delays or rejections.

New passport photo guidelines

As per the ICAO standards, the following requirements will apply to all passport photos:

  • Photo format: Coloured photo on a plain white background, size 630x810 pixels

  • Framing & composition: Close-up of the head and top of shoulders, face covering 80–85% of the frame

  • Image quality: No computer alterations or filters, natural skin tones, and no blurring

  • Lighting: Uniform lighting without shadows, glare, flash reflections, or red-eye effect

  • Facial features: Eyes open and visible, mouth closed, head centered, no tilt, full face shown

  • Accessories & coverings: No eyeglasses to avoid reflections; religious head coverings allowed, but facial features from chin to forehead and edges of the face must remain visible

  • Expression: Neutral and natural

  • Camera distance: Photo should be taken from 1.5 metres away

The MEA directive emphasized: “From September 1, 2025, ICAO-compliant photographs will be required for submitting passport applications.”

These rules are aimed at ensuring passport photos meet international biometric recognition standards, helping streamline travel verification for Indian citizens worldwide.
