Dubai’s New Public Health Law: What Travellers Need to Know

In a bid to bolster public health and safeguard against the spread of infectious diseases, Dubai has introduced a new public health law that mandates strict health protocols for all travellers entering the emirate.

The law, officially known as Law No. (5) of 2025 on Public Health, was enacted by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. The law outlines comprehensive measures aimed at reducing disease transmission, improving community health, and aligning the city's public health practices with global standards.

Key Provisions for Travellers

Under the new law, all travellers entering Dubai are required to:

  • Follow health protocols outlined by Dubai's relevant authorities.

  • Provide accurate health information upon arrival, especially if they are suffering from or suspect they have a communicable disease.

  • Report any suspected or confirmed infectious diseases to the authorities.

  • Observe hygiene practices, such as wearing face masks and maintaining physical distancing if symptoms of illness are present.

Travellers with infectious diseases are prohibited from moving freely without prior approval from the Dubai Health Authority (DHA). They must refrain from travel except to healthcare facilities to avoid spreading illness.

Individual Responsibilities

The law stipulates that individuals infected or suspected of carrying a communicable disease must:

  • Avoid contact with others to prevent transmission.

  • Refrain from traveling, unless to healthcare facilities with DHA approval.

  • Not conceal infections or intentionally spread disease.

  • Comply with health protocols, including instructions from healthcare providers and authorities.

Broader Framework of the Law

The new public health law includes broader measures to manage health risks and improve public safety, including:

  • Preventative health measures.

  • Coordination between government entities like the Dubai Health Authority, Dubai Municipality, and the Dubai Environment and Climate Change Authority.

  • Public education and awareness efforts to encourage shared responsibility for health and safety.

Effective Date

The new law will come into effect 90 days after its publication in the Official Gazette. It overrides any conflicting previous legislation and mandates full cooperation between public and private entities to implement the law's provisions.
