Dubai Schools Not Required to Reduce Fees for Remote Learning, KHDA Clarifies
Knowledge and Human Development Authority (KHDA) has clarified that schools in Dubai are not required to reduce or refund tuition fees when education is delivered through approved distance learning programmes.
According to the latest school fee and refund policy, tuition fees remain fully payable for any period during which educational services are available and delivered—even if classes are conducted remotely. The clarification comes under provisions addressing circumstances beyond the control of both schools and parents, such as government-mandated closures.
Authorities emphasised that parents cannot withhold or reduce fees simply by choosing not to participate in online learning. Any concerns regarding the quality or delivery of remote education must be addressed through the school’s formal complaints process, during which fees remain payable in full.
The policy further states that payments made during periods when services are delivered are non-refundable.
When refunds apply
KHDA outlined that refunds are only applicable when schools are unable to provide educational services. In such cases, parents are entitled to compensation, which must be agreed upon in writing. Options include:
- Issuance of a credit note for future tuition fees, with refunds if the student does not return
- Transfer of credit to a sibling enrolled or expected to enrol in the same school
- A full refund corresponding to the period during which services were not delivered
Fees are calculated on a daily basis, meaning they are only chargeable for days when services are available. Once a school is unable to deliver education, fees are no longer applicable.
Parental obligations and school responsibilities
The policy reiterates that parents must pay full fees as long as services continue, including through distance learning. If parents choose to discontinue their child’s enrolment, they must follow formal withdrawal procedures, after which standard refund rules apply.
In cases where a school voluntarily suspends or reduces services, it must notify parents in writing, explaining the reason and expected duration. For any period of non-delivery, schools are required to compensate parents—either through fee credits, additional sessions, or prorated refunds, as agreed between both parties.
The clarification aims to provide transparency and consistency in fee policies, ensuring both schools and parents understand their rights and obligations during disruptions to traditional classroom learning.
