Dubai Launches New Unit to Police E-Scooters, Bicycles From May 1

Dubai has introduced a dedicated Personal Mobility Monitoring Unit to oversee e-scooter and bicycle users, as part of a joint initiative by Dubai Police and the Roads and Transport Authority.

The unit, which came into effect on May 1, 2026, is tasked with improving road safety and ensuring compliance with traffic regulations amid the growing use of personal mobility devices across the emirate.

Authorities confirmed that the unit will patrol cycling tracks, main roads, and designated soft mobility zones, monitoring rider behaviour and enforcing rules. Violations such as riding outside designated lanes, failing to wear helmets and protective gear, exceeding speed limits, or engaging in reckless riding may result in fines and device impoundment.

The initiative aligns with Executive Council Resolution No. (13) of 2022, which regulates the use of bicycles and e-scooters in Dubai.

Key areas under focus

The monitoring unit will conduct intensified checks across major hotspots, including Jumeirah Beach Track, Mohammed bin Rashid Boulevard, Dubai Water Canal, Business Bay, and Dubai Marina, as well as residential areas such as Al Karama and Al Mankhool.

Officials said the move is part of a broader strategy to promote safer, smarter, and more sustainable mobility in Dubai.

Hussain Al Banna highlighted that the initiative builds on the strong partnership between authorities and reflects ongoing investments in dedicated cycling infrastructure and safety systems.

Meanwhile, Major General Saif Muhair Al Mazrouei emphasised that the unit will help curb unsafe behaviour, strengthen traffic discipline, and reinforce accountability among riders.

Authorities have urged all users to familiarise themselves with applicable rules and regulations to ensure a safe and compliant riding experience.
