UAE Ministry of Higher Education Updates Admission Criteria for University Programmes

The Ministry of Higher Education and Scientific Research (MoHESR) has announced Ministerial Resolution No. (19) of 2024, introducing updated admission criteria for higher education institutions (HEIs) across the UAE. This move aligns with the Ministry’s commitment to fostering flexibility and inclusivity in higher education, while also addressing labour market needs.

The resolution outlines guiding principles for HEIs to develop or adopt their own criteria for admitting students to various academic programmes, including bachelor’s degrees, higher diplomas, diplomas, and short learning units within levels 4 and 5 of the National Qualifications Framework.

Key Highlights of the Updated Admission Criteria

  1. Subject-Specific Admission Focus

    • HEIs can now base admissions on grades in subjects relevant to the chosen major, eliminating the requirement for an overall high school average.
    • Universities may require students at the master’s or doctoral level to hold a qualification from the preceding level, adhering to the National Qualifications Framework 2024.
  2. English Proficiency Standards

    • Students educated in English-language curricula outside the Ministry's framework are exempt from proving English proficiency.
    • Those from non-English curricula must pass internationally recognised tests, as required by their HEI.
  3. Flexible Admission Pathways

    • Students from non-Ministry frameworks can demonstrate proficiency in relevant subjects based on criteria set by their university.
    • Conditional admissions may be offered, with students required to complete remedial programmes or preparatory courses to meet subject-specific standards.

Supporting Labour Market Alignment

His Excellency Ahmad Ibrahim Alsaadi, Acting Assistant Undersecretary for the Higher Education Operations Sector, emphasized that the updated criteria enable universities to tailor their academic offerings to align with student aspirations and industry demands.

“This flexible approach will increase student enrolment by offering more opportunities to pursue academic tracks that align with their capabilities and career ambitions,” Alsaadi said. “It ensures that students are better qualified for the workforce while maintaining clear and transparent standards for academic excellence.”

Call for Awareness

The MoHESR urged students and parents to carefully review the specific admission requirements of their preferred HEIs and academic programmes. They are encouraged to communicate directly with universities to ensure compliance with all applicable rules and regulations.

By adopting these updated guidelines, the Ministry aims to provide a more inclusive and adaptable higher education system, empowering students to embark on academic journeys that support their long-term career goals.
