PPP MENA Forum 2026 to bring government leaders and investors to Dubai on November 10–11
Dubai will host the 6th PPP MENA Forum 2026 on November 10 and 11, bringing together government officials, investors, financial institutions and infrastructure specialists to discuss public-private partnership opportunities across the Middle East and North Africa.
The event will take place at Palazzo Versace Dubai under the theme “A New Era of Opportunity: Building a Stronger, More Resilient MENA Through PPPs”.
The forum comes as governments across the region explore greater private-sector participation in the development of economic and social infrastructure, including transport, energy, healthcare, education, real estate and public services.
The two-day event will focus on infrastructure financing, procurement frameworks and project delivery, with discussions aimed at identifying practical approaches to turning regional development plans into projects.
Focus on infrastructure investment and collaboration
The agenda will cover strategic partnerships for economic growth, with dedicated discussions on energy, healthcare, real estate, logistics and social infrastructure.
Participants will also examine how PPP models can support sectors such as education, sports facilities and essential public services, extending private-sector involvement beyond traditional infrastructure projects.
Nasser Massoud, Founder and Managing Director of Concept Realisation and Chair of the Social Sector PPPs Chapter at the World Association of PPP Units and Professionals (WAPPP), said successful partnerships would depend on cooperation between governments, investors and industry leaders.
He said the forum would provide an opportunity to build the trust, investment confidence and strategic relationships needed to deliver infrastructure across the region.

The forum will feature representatives from government authorities, private-sector organisations, financial institutions and advisory firms.
Speakers include:
-
Eng. Fahd Al Awadhi, Director of Sewerage and Recycled Water Projects Department, Dubai Municipality
