Dubai Judicial Institute graduates first cohort of legislative drafting programme
The Dubai Judicial Institute (DJI) has graduated the first cohort of its Legislative Drafting Programme, developed in collaboration with the General Secretariat of the Supreme Legislation Committee in the Emirate of Dubai (SLC) to strengthen legal expertise across government entities.
The inaugural cohort comprised 26 trainees representing government organisations across Dubai. The programme aims to equip legal professionals with the specialised knowledge and practical skills needed to contribute to legislative development.
The graduation marks a milestone in the partnership between DJI and SLC, supporting efforts to develop a flexible, future-ready legislative framework that keeps pace with changing requirements and Dubai’s development priorities.
The ceremony was attended by Dr Ahmad Saeed bin Meshar, Secretary General of the SLC, and Judge Dr Ebtessam Ali Al Badwawi, Director General of DJI, along with senior officials from both entities. Trainers were also recognised for their contributions to the programme.
Programme develops legislative expertise
Dr Ahmad Saeed bin Meshar said the successful completion of the first cohort reflected the strength of the partnership between the two entities and their shared efforts to develop legal professionals’ capabilities.
He said the initiative would contribute to building legislative infrastructure that addresses current requirements, anticipates future needs and supports Dubai’s wider development objectives.
Judge Dr Ebtessam Ali Al Badwawi said the collaboration reflected a shared commitment to preparing legislative and legal professionals with relevant skills and knowledge.
She added that DJI would continue offering training programmes to develop national talent and strengthen professional capabilities, with plans to graduate further cohorts and expand the pool of qualified legal professionals across government entities.
The programme aligns with the directives of Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance of the UAE, Chairman of the Dubai Judicial Council and Chairman of the SLC. These directives aim to advance Dubai’s legislative system, anticipate future developments and support the emirate’s competitiveness.
Trainees represent government entities across Dubai
The first cohort included representatives from a broad range of government organisations, including Dubai Police, Dubai Municipality, Dubai Academic Health Corporation, Dubai Chambers, Dubai Customs and the Dubai Electronic Security Center.
Other participating entities included Dubai Aviation Engineering Projects, Ports, Customs and Free Zone Corporation, the Knowledge and Human Development Authority, the Legal Affairs Department of Dubai and Dubai Corporation for Ambulance Services.
The cohort also represented the Community Development Authority, Dubai Media Incorporated, Emirates Central Cooling Systems Corporation (Empower), the Awqaf and Minors Affairs Foundation, the Economic Security Center of Dubai and the General Secretariat of the Judicial Council.
The initiative forms part of ongoing efforts to build specialised legal capabilities within Dubai’s public sector and strengthen the expertise available to support the development of its legislative framework.
