Dubai to deploy new unit to monitor e-scooters and bicycles from May 1

Dubai Police and the Roads and Transport Authority (RTA) have announced the launch of a dedicated Personal Mobility Monitoring Unit to oversee e-scooter and bicycle users across the emirate, as part of efforts to enhance road safety.

The new unit will begin operations on May 1, 2026, patrolling cycling tracks, main roads, and designated soft mobility zones. Authorities said the initiative comes in response to the growing use of personal mobility devices and aims to ensure compliance with traffic regulations.

The unit will monitor unsafe behaviours such as riding outside designated lanes, failing to wear helmets or protective gear, exceeding speed limits, and engaging in reckless or tandem riding on e-scooters. Violators will face fines, and non-compliant devices may be impounded.

The move aligns with Executive Council Resolution No. 13 of 2022, which regulates the use of bicycles and e-scooters in the emirate. Enforcement will be intensified in key locations, including Jumeirah Beach Track, Mohammed bin Rashid Boulevard, Dubai Water Canal, Business Bay, and Dubai Marina, as well as residential areas such as Al Karama and Al Mankhool.

Hussain Al Banna highlighted that the initiative builds on the strategic partnership between the RTA and Dubai Police, forming part of a broader framework to promote safer and smarter mobility. He noted that Dubai has invested in dedicated cycling infrastructure and continues to monitor unsafe behaviour to maintain high safety standards.

Major General Saif Muhair Al Mazrouei said the unit will play a key role in curbing violations and reinforcing accountability among personal mobility users. He added that the initiative reflects ongoing efforts to adopt international best practices in traffic safety and enhance overall public wellbeing.

Authorities have urged riders to familiarise themselves with regulations and safety requirements, including permitted zones and a full list of violations available عبر the RTA’s official platforms.

The rollout marks another step in Dubai’s long-term vision to create a sustainable, safe, and smart mobility ecosystem for residents and visitors.
