UAE government aims to strengthen public sector capabilities by offering tools to develop organisational structures

The Prime Ministers Office organised a workshop to review the second edition of the Organisational Structure Guidelines of the Federal Government, which aims to strengthen public sector capabilities by providing government entities a package of tools to help them develop effective organisational structures, and thereby enhance efficiency and innovation in government work.

The workshop was attended by about 100 officials, including a number of undersecretaries, directors and employees from various government departments. The discussions focused on the content, rules and procedures of the second edition of the guidelines and looked at the material that has been modified to strengthen the government work environment. The workshop also provided a platform for the participants to express their views and observations on achieving an effective and efficient organisational structure.

Speaking on the occasion, Huda Al Hashimi, Executive Director of Strategy and Policy in the Prime Ministers Office, said the guidelines have been framed in line with the future directions of the UAE government and has helped open integrated channels in different specialties to make organisational structures more effective. The workshop enabled government entities to share experiences and contribute to the efforts to strengthen their capacity in accordance with the UAEs vision for an innovative future, Al Hashimi added.

This guidelines offer a basic reference point in developing organisational structures of the federal entities, and has been developed on the basis of best experiences and standards in consultation with ministries and federal authorities. They focus on providing high level of efficiency in decision making process and optimal use of resources to develop government service delivery system in line with UAE Vision 2021, Al Hashimi said.

The guidelines support ministries and federal government entities by enabling them to design their organisational structures under a unified framework in accordance with best practices.

Innovative work culture

The guidelines also support the government's efforts to encourage an innovative work culture with the aim of simplifying procedures and increasing efficiency and productivity, developing organisational structures that match current requirements.

The new edition of the guidelines highlights the roles and responsibilities of Innovation CEO, who will lead the efforts to strengthen the culture of innovation in government work.

It also includes a breakdown of the functions of the various departments in government entities, as well as avenues of cooperation between them. It features general principles for organisational structures and sheds light on the best international experiences and practices in this area.

The new edition of the guidelines provides effective means of achieving the decision-making process and improves services and the optimal use of institutional resources. It also identifies required documents to be attached with organisational structure proposals, explaining how tasks can be organised at various levels. The development process in this edition is based on the evaluation and application of the first edition of the guidelines, and observations from governmental bodies.
