MoHRE and e& Money Partner to Facilitate Salary Payments for Domestic Workers
The UAE Ministry of Human Resources and Emiratisation (MoHRE) has signed a Memorandum of Understanding (MoU) with e& Money, the financial technology arm of e& Group, to expand wage protection services through the e& Money platform.
The partnership introduces a new mechanism for managing and paying the salaries of domestic workers, in full compliance with UAE labor laws and regulations. This marks the first time the Wage Protection System (WPS), which previously applied only to private sector employees, has been extended to cover domestic workers.
Supporting Financial Inclusion and a Cashless Economy
The initiative is designed to reduce reliance on cash transactions and support the UAE’s broader vision of transitioning towards a cashless economy. By integrating MoHRE’s WPS APIs into the e& Money app, the system ensures secure, regulated, and efficient salary transfers.
Through the app, employers can register under MoHRE services and access workers’ details, including names and salaries, which are automatically displayed. Wage data is securely stored and linked to the Ministry’s systems, enhancing compliance and simplifying the payment process.

Her Excellency Dalal Al Shehhi, Acting Assistant Undersecretary for the Labor Protection Sector at MoHRE, emphasized that the collaboration reflects the Ministry’s commitment to safeguarding workers’ rights.
“This partnership expands the channels of wage protection services, providing broader access to secure financial systems and ensuring the timely payment of wages. Employers can now complete salary transfers in just a few simple steps,” she said.
Maliki Kara, CEO of e& Money, said the partnership underscores the company’s mission to develop financial solutions that enhance well-being and promote economic growth.
“By activating MoHRE’s wage transfer system on our platform, we are simplifying payroll management and enabling greater access to safe, seamless financial services that improve quality of life,” Kara stated.
Expanded Benefits for Workers
Under the initiative, domestic workers will receive an International Bank Account Number (IBAN), a digital wallet, and a prepaid Mastercard-powered card, ensuring they can securely manage their finances. e& Money is also offering, for a limited period, a free identification card for up to two employees, along with competitive exchange rates for international money transfers.
The move strengthens financial inclusion by providing domestic workers, many of whom were previously unbanked, with access to modern, regulated financial services. Employers, in turn, benefit from a streamlined and transparent wage payment system.
