Sheikh Hamdan Calls for Education Innovation as Dubai Explores New School Models
Dubai is exploring new approaches to schooling as the emirate looks to reshape education for future generations, with Crown Prince Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum stressing the need for greater innovation in the sector.
The message has become a recurring theme in discussions around Dubai's education strategy, according to Aisha Miran, Director-General of the Knowledge and Human Development Authority (KHDA).
She said the emirate does not want future generations to simply inherit the same school models used by previous generations.
Dubai Opens Door to Innovative School Models
Dubai is examining alternative approaches to education, including models that could give families different ways of accessing schooling.
The KHDA has already approved an innovative licensing policy and is reviewing requirements that would allow new models to operate.
“Dubai - we always say, is a test bed for any kind of innovation,” Miran said, adding that the emirate was open to experimenting with different approaches.
She cited the Alpha model, which uses personalised, AI-supported mastery learning to deliver core academic content during a concentrated part of the school day, as one example of an alternative approach.
Miran said several other models are also being piloted in Dubai, although details have not yet been disclosed.
New Models Must Maintain Education Standards
While encouraging innovation, the KHDA said new approaches will still need to meet fundamental requirements related to student safety, academic standards, wellbeing and personal development.
Miran said innovation should not come at the expense of safeguarding children or ensuring academic excellence and student wellbeing.
The push for new school models comes as demand for places continues to grow. Seven new schools opened in Dubai during the current academic year, while 11 applications are under review for the next two years.
Teacher Retention Becomes a Priority
Alongside education innovation, the KHDA is developing an educator wellbeing strategy aimed at improving teacher retention, motivation and teaching quality.
The strategy will cover the teacher journey from recruitment through retention, with areas including continuous professional development, recognition, professional exposure and work-life balance under consideration.
Miran said attracting and retaining high-quality teachers would require attention to the broader working environment in schools.
KHDA Reviews Teacher Resignation Policy
The authority is also considering a policy aimed at discouraging teachers from resigning during an academic semester in an effort to reduce disruption for students.
The KHDA is collecting data as it develops the policy, with Miran stressing that replacing a teacher during the academic year does not necessarily ensure that students receive the same level of subject expertise.
“Teachers must be discouraged from resigning during an academic semester, because our main objective is the student. We have a learning-centric approach,” she said.
Dubai Plans Schools Around Community Needs
The emirate is also developing an education master plan designed to better align school locations and capacity with the needs of individual communities.
The plan will examine where schools are located, whether communities have sufficient or excessive capacity and whether available curricula and fee levels correspond with local demand.
The KHDA is working with developers, zoning authorities, Dubai Municipality and the Roads and Transport Authority (RTA) as part of the planning process.
Miran said the objective is to ensure families can access appropriate schools closer to where they live instead of travelling long distances to find a particular curriculum or fee range.
The broader strategy combines education innovation with teacher wellbeing and community-based school planning as Dubai seeks to develop a school system that responds to the needs of future generations.
