HBMSU and Supreme Legislation Committee sign MoU to strengthen legal cooperation

Hamdan Bin Mohammed Smart University (HBMSU) and the Supreme Legislation Committee in the Emirate of Dubai (SLC) have signed a Memorandum of Understanding (MoU) to strengthen legal and institutional cooperation and support the development of Dubai’s legislative ecosystem.

The partnership aims to expand collaboration in legal research, training, knowledge management and professional development while supporting the development of national talent equipped to respond to evolving requirements in the legal and legislative sector.

Cooperation across research, training and legislation

The MoU was signed by H.E. Dr Mansoor Al Awar, Chancellor of HBMSU, and H.E. Dr Ahmad Saeed bin Meshar Al Muhairi, Secretary General of the SLC, during a ceremony at the university’s Dubai campus.

The agreement establishes a framework for cooperation in areas including legislative development, implementation of legislation, legal research and studies, and the exchange of expertise, knowledge and publications.

The two sides will also explore joint training programmes, conferences, seminars, workshops and development projects, alongside initiatives involving research and knowledge production.

The partnership will support the exchange of legal and institutional expertise and encourage joint projects that can contribute to developing specialised skills and competencies in the sector.

Focus on smart technologies

Dr Mansoor Al Awar said the agreement brings together the SLC’s legal and institutional expertise with HBMSU’s experience in smart learning and innovation.

He said the partnership would create opportunities to use artificial intelligence and other advanced technologies in learning, training and legislative knowledge management.

“This partnership reflects Dubai’s vision of building a proactive and agile legislative ecosystem founded on knowledge, innovation and advanced technologies,” Dr Al Awar said.

He added that the collaboration would support the development of future-ready national talent and help strengthen the capacity of the legislative sector to respond to rapid transformation.

Supporting professional development

Dr Ahmad Saeed bin Meshar Al Muhairi said the MoU would provide a framework for integrating the expertise of both organisations and supporting the continued development of Dubai’s legislative system.

He said the cooperation would cover research, studies, training, development projects and knowledge initiatives, with opportunities to develop projects and platforms focused on legislative capabilities and the use of smart technologies.

The agreement will also allow SLC employees to benefit from HBMSU’s academic programmes, professional development initiatives and lifelong learning opportunities aligned with their professional requirements.

Both organisations will continue to collaborate on training, research, knowledge production and initiatives of mutual interest.

The partners said the MoU is intended to translate institutional cooperation into practical programmes that support human capital development, innovation and knowledge management while strengthening workforce readiness for future requirements in Dubai’s legal and legislative sector.
