Cisco AI Readiness Index Reveals UAE Organizations' Urgency and Challenges in AI Deployment
Cisco's latest AI Readiness Index reveals that 64% of organizations in the UAE have a strategy for deploying AI-powered solutions. However, despite significant investments and growing urgency, businesses face challenges in fully adopting and leveraging AI technologies.
Based on a double-blind survey of 7,985 senior business leaders across 30 markets, including the UAE, the Index evaluates six key pillars: strategy, infrastructure, data, governance, talent, and culture.
Abdelilah Nejjari, Managing Director of Cisco in the Gulf and Levant, emphasized the need for strategic investments: “Organizations must prioritize infrastructure and talent development to effectively navigate AI deployment complexities and unlock its full potential.”
Key Findings
Urgency in AI Adoption
AI is now a cornerstone of business strategy, with 99% of UAE companies reporting increased urgency in deploying AI, largely driven by CEOs and leadership teams. Nearly two-thirds (64%) believe they must demonstrate AI’s impact within 12 months to avoid negative outcomes.
Rising AI Investments
- Current Allocations: Nearly half (47%) of organizations allocate 10-30% of their IT budgets to AI.
- Future Projections: Over a third (34%) plan to dedicate more than 40% of IT budgets to AI within the next 4-5 years, a sharp rise from 8% currently.
- Focus Areas: Key investment priorities include cybersecurity (45%), IT infrastructure (39%), and data management (34%).
Despite these investments, over 40% of organizations report unmet expectations in AI’s ability to augment or automate processes effectively.
Infrastructure Gaps
AI deployment is hindered by gaps in infrastructure:
- Only 14% of companies have GPUs capable of meeting AI demands.
- Just 31% possess robust data protection measures, including end-to-end encryption and continuous monitoring.
- Over half (54%) prioritize scaling and managing IT infrastructure to address current shortcomings.
Skills and Talent Shortages
Talent readiness remains a significant barrier:
- Only 37% of organizations in the UAE report high readiness among their workforce to fully leverage AI.
- 27% highlight a lack of in-house expertise necessary for successful deployment.

Cisco’s findings underscore the need for UAE organizations to accelerate infrastructure upgrades, address talent gaps, and optimize AI strategies to remain competitive. With investments on the rise, the UAE is well-positioned to harness AI’s transformative potential, provided these challenges are effectively addressed.
