UAE Enforces Mandatory Fire Suppression Systems for School and Public Buses
In a major move to enhance passenger safety, the UAE government has introduced a new regulation mandating the installation of automatic fire suppression systems in all school buses, effective April 15, 2025. This initiative, led by the Ministry of Industry and Advanced Technology (MoIAT), aims to protect approximately 500,000 children during their daily commutes across the country.
The regulation requires all school buses to be equipped with advanced fire detection and extinguishing systems, particularly in high-risk areas like engine compartments. The newly enforced rule also extends beyond school transport, applying to all new and existing buses with a passenger capacity of more than 22, including single-deck, double-deck, rigid, and articulated vehicles operating throughout the UAE.
Key Safety Measures and Enforcement
According to David Campbell, General Manager of Dubai Civil Defence’s Emirates Safety Laboratory, buses that are not fitted with MoIAT-certified fire suppression systems will no longer be eligible for permit issuance or renewal as of the enforcement date.
“While our initial focus is on school buses, this is a broader safety initiative that covers a range of public transportation,” Campbell said. “Annual audits will be conducted for manufacturers and installers, and transport authorities will ensure compliance with the certification standards.”
Technology Behind the Systems
Reacton Fire Suppression, a UK-based safety system manufacturer operating in the UAE, is spearheading the implementation process in partnership with TABRA, a local safety products provider. These systems use heat-sensitive tubing and a specialized fire suppression agent to automatically detect and extinguish engine fires.
Sam Malins, CEO of Reacton Fire Suppression, emphasized the importance of these systems in protecting lives. “To date, we’ve installed over 2,500 units, and in one instance, a system successfully prevented a potentially serious incident,” he shared. “We’re scaling up production to equip all 17,000 school buses in the UAE within the next year.”
TABRA's Role and Vision
Hassan Hijazi, General Manager of TABRA, highlighted the company's long-standing commitment to safety and compliance. “We work closely with operators to ensure that every installation is carried out with precision,” he said. “All systems we install are certified and undergo rigorous quality checks to maintain their integrity.”
Hijazi also indicated that the school bus initiative marks the first phase of a wider rollout. Over time, similar fire suppression requirements are expected to expand to other vehicle categories, including commercial, private, and military vehicles, as well as freight trucks, cranes, and trains.

This regulation reinforces the UAE’s position as a global leader in transportation safety. With the collaborative efforts of safety authorities, manufacturers, and service providers, the country aims to set new standards for fire prevention in public transport, prioritizing the well-being of passengers, especially children.
