UAE to Replace Physical Emirates ID Cards with Digital Facial Recognition System

In a significant step toward full digital transformation, the UAE is preparing to phase out physical Emirates ID cards in favor of a facial recognition-based digital identification system, expected to roll out within the next year. The initiative is being spearheaded by the Federal Authority for Identity, Citizenship, Customs, and Port Security (ICP), in collaboration with multiple sectors.

The upcoming system will enable residents to access essential services using facial recognition and biometric authentication, thereby eliminating the need to present a physical Emirates ID. Authorities aim to implement this new approach across critical sectors, including banking, healthcare, telecommunications, and hospitality.

Accelerating Digital Identity Integration

The plan was announced during a Federal National Council (FNC) session, where FNC member Adnan Al Hammadi raised concerns over the continued reliance on physical IDs, especially given the UAE's advancements in digital innovation. He pointed out that residents still face hurdles when using physical IDs for services such as hospital visits, hotel check-ins, and banking transactions.

“There is an urgent need for fast, effective solutions to streamline identity verification in these essential sectors,” Al Hammadi said.

UAEPASS and the Rise of e-Emirates ID

Abdul Rahman Al Owais, Minister of State for Federal National Council Affairs, confirmed that the e-Emirates ID — the electronic version of the physical card — is already integrated into several government and private services.

This digital shift is supported by platforms like UAEPASS, a national digital identity app introduced during GITEX 2021, which allows users to access and store official documents securely on their smartphones, including their Emirates ID.

The ICP plans to expand this ecosystem by working with key partners to develop and test advanced biometric systems, ensuring accurate and secure identification processes while maintaining compliance with UAE data privacy laws.

Privacy, Security, and Future Rollout

The authority has emphasized its commitment to data protection standards and user trust, outlining that any changes will adhere strictly to legal frameworks and best practices in smart services.

While the full replacement of physical cards has yet to occur, the groundwork has been laid for a future in which a digital Emirates ID, powered by facial recognition, becomes the standard for identification across the UAE.
