Dubai to Introduce Dedicated Rental Index for Shared Housing Under New Law
Dubai is set to introduce a dedicated rental index for shared housing units as part of a new legal framework aimed at regulating the management and occupancy of shared accommodation across the emirate.
The rental index will be developed and periodically updated by the Dubai Land Department (DLD) under Dubai Law No. 4 of 2026, which is scheduled to come into effect at the end of August. The move is expected to improve transparency in the shared housing market while reducing informal rent-setting practices.
According to practical guidance published by LexisNexis Middle East, the new rental index will consider the technical specifications and service standards of licensed shared housing units. However, authorities have not yet announced when the index will be introduced or the methodology that will be used to determine rental values, including whether pricing will be based on individual units, rooms, bed spaces or the area allocated to each resident.
Dubai already operates a rental index for conventional residential properties to regulate permissible rent increases during tenancy renewals. The new index will specifically apply to licensed shared housing units, creating a dedicated benchmark for this growing segment of the property market.
Industry experts believe the initiative will promote greater consistency in rental pricing.
A note issued by Mitchell's Commercial Real Estate said the dedicated rental index is expected to standardise pricing, reduce unregulated rental practices and enhance market transparency. While landlords may have less flexibility to charge above-market rates in informal arrangements, the new framework is expected to provide greater predictability and align rents more closely with prevailing market conditions.
As part of the reforms, the Dubai Land Department will also introduce standard tenancy and management contract templates for shared housing properties. These templates will be published on the department's official website and will include essential details such as landlord information, occupancy limits, property details and the designated living space allocated to each resident.
The department will also oversee an electronic Shared Housing Register containing records of approved shared housing units, tenancy agreements and residents. The register will be integrated with Dubai Municipality's unified digital permit platform to streamline regulation and oversight.
Permit system introduced
The law makes it mandatory for property owners and operators to obtain a permit before designating any residential unit for shared housing purposes.
Permits will generally remain valid for one year, with the option to renew annually. Property owners may also apply for two-year permits, while renewal requests must be submitted at least 30 days before the permit expires.
Dubai Municipality said permit applications will be processed through its digital platforms once the detailed procedures and eligibility requirements are officially announced.
Before permits are issued, authorities will verify compliance with planning regulations, construction standards, fire and health safety requirements, sanitation, security measures and electrical safety. They will also assess maximum occupancy limits, minimum space requirements per resident and the availability of shared facilities.
Existing owners and operators of shared housing properties will have one year after the law takes effect to bring their properties into compliance. A one-time extension may be granted by the Director-General of Dubai Municipality where necessary.
Violations of the new regulations could result in fines ranging from AED 500 to AED 500,000. Repeat violations committed within one year may attract doubled penalties, with total fines reaching up to AED 1 million.
The new legislation is designed to improve living standards in shared accommodation, enhance tenant protection, support responsible property management and promote a more transparent and regulated rental market across Dubai.
