Dubai Schools Issue New Admission Age Rules for 2026-27 Academic Year

Dubai's Knowledge and Human Development Authority (KHDA) has issued comprehensive student placement guidelines to help parents understand how children will be admitted to private schools under revised age cut-off rules for the 2026-27 academic year.

The guidance explains how age, previous school records and individual learning needs determine a child's placement from Pre-KG (FS1) through Grade 9 (Year 10), while also providing clarity on overseas transfers, grade progression, exceptional placements and appeals.

New Admission Age Cut-Offs

For schools following the September academic calendar, children must reach the required age on or before December 31 of the admission year.

The minimum ages are:

• Pre-KG (FS1): 3 years
• KG1 (FS2): 4 years
• KG2 (Year 1): 5 years
• Grade 1 (Year 2): 6 years

Schools beginning their academic year in April will apply a March 31 age cut-off.

KHDA emphasized that children who do not meet the required age by these dates cannot be admitted into the corresponding grade, even if they previously studied that level elsewhere.

Transitional Arrangements for 2026-27

The revised admission policy applies only to children registering in the KHDA system for the first time during the 2026-27 academic year.

It does not affect:

• Students already enrolled in Dubai schools or nurseries.
• Children transferring between schools within Dubai.

KHDA described the 2026-27 academic year as a transitional period before the revised policy becomes fully applicable to all new admissions from 2027-28 onward.

One-Time Flexibility for Some FS1 and FS2 Admissions

A special one-time provision applies to children born between September 1 and December 31, 2022, who have not previously attended a Dubai school or nursery.

Parents and schools may jointly decide whether the child should begin in FS1 or FS2, depending on the child's readiness.

British curriculum schools may also apply limited flexibility for FS1 entry following documented readiness assessments. This exception does not apply to higher grades.

Overseas Students Will Receive Learning Support

The guidelines clarify that children arriving from countries where formal education begins later should generally be placed according to their age rather than the number of years they have attended school.

For example, a seven-year-old relocating from Finland may still enter Grade 1 (Year 2) despite having less formal classroom experience.

Schools are expected to support such students through:

• Individual learning plans
• Classroom assistance
• Literacy and numeracy support
• Differentiated teaching
• Additional help during the first academic term

KHDA stated that limited prior schooling alone is not sufficient grounds for placing a child in a lower grade.

Transfer Certificates Become Key from Grade 1

For children entering FS1 through Year 1, age remains the primary criterion for placement.

From Grade 1 (Year 2) onward, schools must use the student's Transfer Certificate (TC) as the main reference.

If there is a significant difference between the transfer certificate and the UAE age-grade framework, schools must notify KHDA before confirming admission.

Students who began school later than usual or were previously held back may still be placed in their age-appropriate grade with additional academic support.

Exceptional Placements Require KHDA Approval

Where recent assessments demonstrate that a child cannot access learning at their age-appropriate level because of documented developmental needs, schools may request an exceptional placement from KHDA.

Such requests require supporting evidence, professional assessments and documentation showing that the school has already provided sustained educational support.

Similarly, gifted students seeking to skip a grade must undergo a comprehensive review of their academic, emotional and social readiness before KHDA considers approval.

Grade Repetition Remains Rare

KHDA reiterated that students are generally expected to progress alongside their age group.

Poor academic performance, interrupted schooling or delayed entry into education are not, by themselves, valid reasons for repeating a year.

An exceptional placement in a lower grade will only be considered if:

• The school has provided documented intervention and support.
• Professional assessments confirm a significant developmental delay.
• The student remains unable to access learning safely.
• KHDA grants formal written approval.

Parents are entitled to review all supporting evidence and participate in the decision-making process.

English Language Ability Not Grounds for Lower Placement

The authority also confirmed that limited English proficiency cannot be used to place students in a lower grade.

Instead, schools must provide English language support while keeping students in the appropriate year group.

Mid-Year Transfers

The same placement rules apply to students transferring during the academic year.

For Grade 1 and above, transfer certificates remain the primary reference, while younger children's placement continues to be determined by age.

If transfer documents are delayed, schools may temporarily admit students based on age and provide academic support until records are received.

Any subsequent change to a student's grade after admission requires KHDA approval.

Incomplete Transfer Certificates

KHDA clarified that an incomplete transfer certificate does not automatically require a student to repeat a year.

Schools must assess the student's existing knowledge, identify learning gaps and determine whether the child can successfully access the next grade with appropriate support.

Only where assessments demonstrate that progression is not appropriate may schools submit an exceptional placement request to KHDA, with parental consent and supporting evidence.
