Who exactly can import cars duty-free into Pakistan?

According to the Federal Board of Revenue and Ministry of Commerce, only Pakistanis with physical impairments are eligible, and they can bring in a brand-new car up to 1350cc without paying duty—provided they secure recommendations from the Federal Board for Disabled Persons and approval from a special committee. Meanwhile, overseas Pakistanis can import used cars, but only under personal baggage, gift scheme, or transfer of residence, and must pay duties ranging from $4,800 to $27,940.
