According to Dubai’s tenancy laws — Law No. 26 of 2007 and its amendment Law No. 33 of 2008 — the landlord-tenant relationship is governed by a tenancy contract that must clearly outline rent, payment terms, and any additional fees. If the contract explicitly states that the tenant must pay an administration fee for contract renewal, the real estate agency may charge it as part of their service. However, if the agreement does not mention such a fee, tenants can question the charge with the agency and may escalate the issue to the Rental Dispute Settlement Centre at Dubai Land Department or the Real Estate Regulatory Agency (RERA) if it remains unresolved.
