DGHR Honours Employee Behind ‘Summer Working Hours’ Initiative, Reinforcing Government Innovation and Employee Well-being

The Dubai Government Human Resources Department (DGHR) has honoured Dr. Mohammed Suhail Al Muhairi for his pioneering proposal of the ‘Summer Working Hours’ initiative. The recognition underlines DGHR’s ongoing commitment to promoting a culture of innovation, participation, and employee well-being within Dubai’s government sector.

The initiative, now adopted as part of the official government programme ‘Our Flexible Summer,’ reflects the Department’s strategic focus on improving workplace conditions during the hotter months. Dr. Al Muhairi’s proposal was acknowledged as a valuable contribution that enhances institutional efficiency, encourages talent development, and improves public service delivery.

H.E. Abdullah Ali Bin Zayed Al Falasi, Director General of DGHR, praised the initiative and commended the creativity emerging from within Dubai’s government workforce. “Dubai’s government entities remain committed to building a flexible work environment where talents are empowered to thrive and suggest innovative ideas,” he said. “This recognition reaffirms our deep-rooted commitment to institutional innovation and our belief in turning individual contributions into transformative solutions.”

Launched in 2024, the ‘Our Flexible Summer’ programme underwent a structured pilot phase involving multiple government departments. DGHR closely monitored the implementation and outcomes of the initiative to measure its effectiveness in real time.

The pilot produced significant improvements across key performance indicators:

  • 87% increase in timely task completion

  • 96% improvement in customer service with zero complaints

  • 98% rise in employee happiness and enthusiasm

These results reflect the success of the programme in enhancing government operations without compromising employee welfare. DGHR views such achievements as evidence of the value of empowering government employees to contribute ideas that shape practical, measurable policies.

The initiative supports Dubai’s broader vision of building a resilient and future-ready government that values human capital and promotes sustainable development.
