Abu Dhabi launches TAMM Global to expand AI-powered government platform internationally
Abu Dhabi has launched TAMM Global, a private technology company established to make the technology behind its AI-powered government services platform available to governments worldwide through licensing and deployment.
The launch marks the first time TAMM’s technology will be offered internationally. The platform currently serves 4.7 million users and brings together more than 1,200 public and private sector services through a single digital gateway.
TAMM Global will offer governments access to the platform’s technology, implementation methods and operational expertise, allowing them to adapt the system to their own laws, regulations, languages and institutional requirements.
The initiative supports Abu Dhabi’s ambition to become the world’s first AI-native government and reflects growing interest in digital government systems that can improve service delivery while maintaining data sovereignty and regulatory compliance.
TAMM expands beyond Abu Dhabi
Ahmed Tamim Hisham Al Kuttab, Chairman of the Department of Government Enablement – Abu Dhabi, said TAMM was developed to improve how residents and businesses interact with government services.
He said the launch of TAMM Global would make capabilities developed and tested in Abu Dhabi available to governments seeking to improve public service delivery.
Since its launch in 2005, TAMM has evolved into Abu Dhabi’s digital gateway for government services. Users can access services ranging from business registration and investment portfolio management to identity document renewals, vehicle registration and other everyday administrative requirements.
According to the announcement, the platform saves each user approximately nine visits to government service centres annually, returning an estimated 12 hours per person and business each year.
TAMM currently records a customer satisfaction score of 94.5%, compared with 78% in 2022, before artificial intelligence was integrated into the application. The platform has also reduced the cost of providing services by 30%, with most of the savings achieved during the first year, according to the announcement.
AI enables more proactive government services
Artificial intelligence is integrated across TAMM, supporting service discovery, automation, decision-making assistance and service delivery.
One of its key developments is TAMM AutoGov, announced in 2025 as what the company described as the world’s first AI public servant. The system can proactively renew licences, settle payments and book routine healthcare appointments without users having to initiate each request.
The wider platform is designed to help governments offer more personalised and efficient services by automating processes and reducing the steps required to complete transactions.
Through TAMM Global, participating governments will be able to access a library of pre-built government services, digital journeys and other capabilities. These can be adapted to local requirements, potentially reducing the time and complexity involved in developing comparable systems from scratch.
Data sovereignty and local requirements remain central
TAMM Global will support multilingual and sovereign deployment models, allowing adopting governments to retain control over their data, infrastructure, policies and citizen services.
Each implementation can be configured to reflect the adopting country's languages, legal framework and government institutions. This approach is intended to allow governments to benefit from an established technology platform without giving up control over how their public services and information are managed.
The company will license the platform architecture alongside implementation methodologies and operational practices developed through TAMM's deployment in Abu Dhabi.
By combining pre-built capabilities with experience gained from millions of real-world interactions, TAMM Global aims to help governments accelerate digital transformation while reducing the need to build an equivalent platform independently.
As an independent private-sector company, TAMM Global will be able to work directly with governments, organisations and institutions internationally.
TAMM receives international recognition
TAMM’s development has received recognition through international technology and government awards.
In 2025, the platform was named the world's best e-Government initiative at the United Nations-backed World Summit on the Information Society (WSIS) Prizes. In 2026, it won the Government category for Europe, the Middle East and Asia at the Gartner Eye on Innovation Awards.
The launch of TAMM Global builds on that recognition by opening the platform's technology and implementation expertise to international markets. Its future deployments will depend on how effectively the system can be adapted to the distinct regulatory frameworks, operational needs and public service priorities of individual governments.
